About this file
This is a Cost/Rate Sheets attachment for the Captain Jack Mill Superfund Site Operations and Maintenance Project, a state and local environmental remediation contract. The project encompasses eight primary tasks spanning from May 1, 2026, through April 30, 2027, including project planning, environmental data collection and management, operation of permanent and temporary water treatment systems, site-wide maintenance, technical support, and transition services. Task 1 requires development of multiple planning documents including a master schedule, sampling and analysis plan, standard operating procedures, health and safety plan, operations and maintenance plan, data management plan, emergency action plan, and transition plan. Task 2 involves 12 months of environmental sampling and master database maintenance, while Task 3 addresses operation of permanent water treatment systems and sludge removal. The project also includes optimization work, temporary water treatment plant operations with mobilization and demobilization fees, site-wide maintenance activities including surface remedy and infrastructure maintenance, snow removal, and non-routine expenses.
The contract structure combines fixed-price labor rates with cost-reimbursable provisions for supplies and materials, with actual quantities purchased reimbursable upon documentation. Contractor labor rates are provided for twenty-four position categories, including principal, project manager, senior and staff-level consultants, engineers and scientists, health and safety officers, quality assurance/quality control personnel, administrative support, and drafters, with separate hourly and overtime rates specified. The cost sheets establish that all quantities listed are estimated only, and contractors must submit firm labor and material rate offers as part of their RFP response. The budget template allows for itemized pricing across all eight tasks, with individual line items for each service component and a final project total calculation.
