About this opportunity
Miami-Dade Aviation Department (MDAD) is soliciting bids on canal maintenance services for drainage canals at Miami International Airport (MIA), Miami-Opa Locka Executive Airport (OPF), Miami-Executive Airport (TMB), and Miami-Homestead General Aviation Airports (X51), with proposals due October 8, 2026 and a pre-bid conference on September 15, 2026 at 10:00 AM at MDAD Building 5A, 2nd Floor, 4200 NW 36 Street, Miami, Florida.
Services include removal of undesirable vegetation and debris from canal interiors and banks, mechanical and manual harvesting of aquatic weeds, application of aquatic herbicides, canal bank maintenance, and replacement of canal gates on an as-needed basis. Installation and removal of hydrocarbon absorbent booms and turbidity curtains are included as directed. All chemicals must be pre-approved by MDAD and comply with Miami-Dade County Resolution R-621-19, which prohibits copper-based products and glyphosate. Bidders must hold Florida pesticide application licenses and provide two references demonstrating prior canal maintenance experience.
The contract term is 60 months commencing on the first calendar day of the month succeeding Board of County Commissioners approval. Initial contract prices remain fixed for 12 months from the solicitation end date, after which prices may be adjusted using the Consumer Price Index for All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach area. A 20 percent allowance account is established for CPI adjustments, additional sites or services, repair parts, and manufacturing of new gates.
Award will be made to the lowest priced responsive, responsible bidder in the aggregate. Bidders must submit unit-price bids through INFORMS (https://supplier.miamidade.gov) on a one-year quantity basis, with all prices representing full compensation inclusive of labor, materials, equipment, mobilization, fuel, and travel. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($5,000,000 combined single limit), and Pollution Liability ($2,000,000). Equipment must meet specified standards including rubber-tired vehicles, backup alarms, and rapid dumping capability, subject to MDAD inspection and approval.
Opportunity text
The purpose of this Solicitation is to establish a contract with one (1) vendor for Canal Maintenance Services to provide maintenance services of the drainage canals located on the grounds of Miami International Airport (MIA), Miami-Opa Locka Executive Airport (OPF), Miami-Executive Airport (TMB) and Miami-Homestead General Aviation Airports (X51) for the Miami-Dade Aviation Department (MDAD). Maintenance services shall consist of the removal of undesirable vegetation and debris from within and along canal banks. Removal of aquatic weeds and debris prevents obstruction of the flow of water in the canals, which are a critical component of the removal of storm water from the airports. Services may also include the replacement of canal gates on an as-needed basis.
