The City of Orlando is soliciting proposals for a turn-key main bowl sound system upgrade at Camping World Stadium, located at 1 Citrus Bowl Place, with proposals due August 10, 2026. A Veteran Business Enterprise (VBE) preference of 2 points out of 100 applies. This is a compressed timeline: the mandatory pre-proposal conference was held July 14, 2026, questions were due July 21, and the original proposal due date was July 31; the August 10 due date reflects an extension via Addendum #4 Revision posted August 6.

The scope is a complete turn-key sound reinforcement system for the main seating bowl, including main bowl loudspeaker systems, delay/fill loudspeaker systems, event floor/field fill systems, portable event systems, front-of-house console, wireless microphone system upgrades, digital signal processing systems, dedicated audio network upgrades, power amplifiers, equipment racks, cabling, and electrical power upgrades. The contractor must provide all labor, engineering, manufacturing, supply, delivery, installation, testing, and decommissioning of existing systems. All equipment must be new with manufacturer warranties; used equipment will not be accepted. DSP programming includes three revisions. Engineering drawings must be stamped by a licensed Florida engineer; electrical work must comply with NEC and Florida Building Code. Completion is guaranteed one week before the Jacksonville Jaguars' first preseason home game in 2027.

The contract term is two years from execution, with options for eight additional twelve-month extensions up to ten years cumulative. Compensation is structured as 30% upon execution, 15% upon first equipment delivery, 15% upon final delivery, 25% upon substantial completion, and 10% upon final acceptance; 5% retainage is held from each payment. Extended warranty charges for years three through ten are payable in full at substantial completion. Liquidated damages are $100,000 for failure to meet the completion deadline, then $10,000 per day. The contractor must maintain general liability of $1 million combined single limit, auto liability of $1 million, pollution liability of $1 million per occurrence and $2 million annual aggregate, and cyber liability of $5 million to $10 million.

Mandatory minimum qualifications include five references for comparable facilities completed within three years, two facilities with systems at least five years old, a letter of surety confirming 100% payment and performance bond capability, and a direct service employee or certified contractor capable of two-hour maintenance response. Evaluation criteria: Proposer Experience (22 points), Proposer and Management Team Experience (18 points), Project Approach (22 points), Equipment and Warranties (16 points), Price (20 points), and VBE Participation (2 points). The City retained consultant Anthony James Partners to develop scope, technical requirements, specifications, and conceptual drawings.
