The mandatory pre-bid meeting was held August 18, 2026; the most recent deadline is the bid opening on September 8.
The scope encompasses comprehensive renovation of the dining facility, including interior demolition and reconstruction of architectural, plumbing, mechanical, electrical, and fire safety systems across the first-floor dining area (approximately 2,817 square feet), kitchen (708 square feet), servery (410 square feet), walk-in refrigeration/freezer units, two ADA-compliant unisex toilets, janitor and storage areas, and mechanical/electrical rooms. Two alternate bid items are included: Alternate #1 for replacement of kitchen hoods and Alternate #2 for replacement of the walk-in cooler/freezer with foundations, slab, and vestibule. The project must comply with the 2021 International Building Code, 2018 International Energy Conservation Code, 2015 Americans with Disabilities Act Accessibility Guidelines, 2021 NFPA 101 Life Safety Code, and 2020 National Electrical Code. Plumbing systems require Type L copper or cross-linked PEX piping; mechanical systems include a 100-gallon commercial gas water heater with recirculation pump and HVAC ductwork. Detailed door hardware specifications (Section 087100) require continuous hinges, mortise locks, exit devices, and panic hardware from manufacturers including Ives, Von Duprin, Schlage, LCN, and Zero International, with hardware schedules prepared by a certified Architectural Hardware Consultant.
The vendor must be a licensed West Virginia contractor with successful completion of at least five similar projects and must comply with the 75% local labor market hiring requirement for projects exceeding $500,000. Bid bonds equal to 5% of total bid amount, performance bonds and labor/material payment bonds each equal to 100% of contract value, and a two-year maintenance bond (if roofing work is performed) are required. Pricing must remain firm for 60 days from bid opening. Liquidated damages are $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review. Progress payments are made monthly based on work completed and architect approval, subject to 10% retainage. Award and completion are contingent upon receipt of federal funding. Four addenda (Nos. 1–4) have been issued; all vendors must acknowledge receipt of all addenda or face bid disqualification. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov.
