About this opportunity

The Pennsylvania Department of Transportation (PennDOT) is requesting proposals for engineering, computer software support, and computer software development services for the Bridge Engineering Software program under RFP 3524R13, with proposals due September 16, 2026 at 4:00 PM EDT. Participation goals are mandatory — offerors must achieve 18% Small Diverse Business (SDB) participation and 3% Veteran Business Enterprise (VBE) participation or obtain approved Good Faith Efforts waivers, or proposals will be deemed nonresponsive.

The scope includes support services and maintenance of PennDOT's Bridge Engineering Software, with the selected contractor performing at least 50% of the total contract value and assuming full responsibility for all services, whether in-house or through subcontractors. Key personnel requirements include a Contract Manager with ten years of project management experience and five years managing IT projects; a Technical Contract Manager with ten years of bridge design engineer experience, five years of PennDOT bridge design experience, and a Pennsylvania-registered Professional Engineer license; Support Services Personnel and Software Development Testing and Verification Personnel (each requiring five years of bridge design engineer experience and Pennsylvania PE licensure or direct PE supervision); and Software Development and Maintenance Personnel proficient in Fortran, Visual Basic, XML, and HTML with demonstrated familiarity with Windows 10, Windows Server 2012 R2, Intel Fortran Compiler, Microsoft Visual Studio, Microsoft Visual Basic .NET, Adobe Acrobat Professional DC, InstallShield Professional, Microsoft Office 365, Microsoft Visio, and Microsoft Internet Information Services 8.5. All proposals must comply with IEDDC Enterprise IT Standards Version 8.1, including security certification, digital accessibility (98% conformance), encryption requirements, and SonarQube code quality compliance.

The contract will be awarded on a deliverable-based, fixed-price-with-escalation basis for an initial two-year term with three optional one-year renewal periods including 4% escalation. The Commonwealth reserves the right to extend for up to three additional months. Evaluation is weighted 65% technical criteria (soundness of approach and offeror qualifications) and 35% cost, with up to 3% bonus points for domestic workforce utilization commitments. Offerors must achieve a minimum technical score of 75% to be considered responsible. A mandatory SDB and VBE Goal Information Session will be held virtually via Microsoft Teams on August 31, 2026 at 1:00 PM EDT, with registration due by 10:00 AM that day. Questions are due by September 2, 2026.
