About this file
This is a Vendor Security Requirements exhibit for a Commonwealth of Pennsylvania contract related to Bridge Engineering Software Services. The document establishes comprehensive security and data protection standards that the supplier must maintain throughout the contract term. The exhibit applies to all access, collection, use, storage, transmission, and handling of Commonwealth Information, with requirements covering physical, administrative, and technical safeguards. Key operational requirements include installation and maintenance of web application firewalls and network firewalls, regular system updates and patches, current anti-malware software, encryption of data at rest and in transit using NIST-approved standards, and regular security testing including third-party vulnerability and penetration testing. Access controls must include unique user IDs with need-to-know restrictions, quarterly access reviews with account removal procedures, strong password requirements (minimum 8 characters, changed every 90 days), multi-factor authentication for privileged and remote access, and account lockout after five failed login attempts. Commonwealth Information must be isolated from supplier and third-party data at all times, and the supplier must provide annual security reports detailing authorized and unauthorized account usage and any personnel impersonation attempts.
Additional critical requirements mandate that Commonwealth Information be restricted to locations within the continental United States and Hawaii, with prohibition on bulk data access except with written authorization. Supplier personnel accessing Commonwealth Information must complete background checks including identity verification, employment history review, and criminal record checks with notification to the Commonwealth within 24 hours of personnel departures. The supplier is prohibited from using Commonwealth data for artificial intelligence training or model development, with all AI systems requiring Commonwealth disclosure and compliance with applicable data protection laws. Data retention must be limited to the permitted purpose, with deletion required within 72 hours of Commonwealth request and permanent deletion of live instances within 60 days of contract completion or termination. All hardware, software, and media containing Commonwealth Information must undergo forensic destruction before disposal in accordance with NIST Special Publication 800-88 Revision 1 standards. The supplier must report confirmed or suspected security incidents to OA-SecurityIncidents@pa.gov within 24 hours and cooperate fully with the Commonwealth's remediation efforts. The supplier is responsible for ensuring all subcontractors comply with these requirements and remains liable for all subcontractor actions and omissions.
