About this opportunity

Bradford County is requesting sealed bids on interior renovation of the Bradford County Courthouse at 945 N Temple Avenue, Starke, Florida, under ITB 24003, with bids due September 30, 2026. A local-vendor preference of up to 5% applies to qualified Bradford County contractors and vendors under the County Purchasing Policy adopted July 7, 2026 — such vendors may match the lowest compliant bid if their bid is no more than 5% higher.

The scope encompasses mechanical, electrical, and plumbing work. Mechanical work includes demolition and replacement of HVAC diffusers, grilles, and ductwork on the first and second floors, with testing, adjusting, and balancing of all systems. Ductwork must meet SMACNA standards with air-tightness specifications (3% leakage maximum for low-pressure systems, 1% for systems over 3" W.G.), external fiberglass insulation at R-6 minimum, and test-and-balance tolerances within 5% of design for supply, return, and outdoor air, and within 10% for exhaust fans. Electrical scope includes demolition, power distribution, lighting with occupancy and daylight sensors (Wattstopper DLM basis of design), fire alarm systems with intelligent addressable devices (Simplex approved manufacturer), and communications and access control integration. Plumbing scope comprises fixture replacement in existing locations and selective relocation on the ground floor, with copper Type L piping for potable water and PVC Schedule 40 for soil, waste, and vent systems; hydrostatic testing at twice normal static pressure is required, along with chlorine sterilization of domestic water systems. All work must comply with the 2023 Florida Building Code, 2020 National Electrical Code, 2019 National Fire Alarm Code, NFPA standards, and ASHRAE 62.1. Contractors must submit shop drawings, product data, operations and maintenance manuals, and as-built documentation, and provide factory-authorized training for owner personnel. Performance bonds, labor and material payment bonds, and bid guarantees are required. Contractors must verify E-Verify compliance and establish a local office if applicable. No contract value, contract term, or incumbent is identified in the available materials.
