About this opportunity

Georgia Southern University, on behalf of the Board of Regents of the University System of Georgia, is requesting proposals for Construction Manager at-Risk (CM/GC) services for the Botanic Garden Conservatory in Statesboro, Georgia under RFP 26081, with proposals due August 17, 2026 at 2:00 p.m. A mandatory finalist site visit is scheduled for August 24, 2026, followed by finalist interviews on August 31, 2026.

The scope is preconstruction and construction management services for a new 4,000-square-foot climate-controlled glass conservatory with seating capacity of 175, including a Grand Hall, teaching stations, bride and groom suites, and public restrooms. The CM/GC must provide technical review, cost verification, value engineering, and schedule development during preconstruction, then manage construction. The delivery method requires engagement of a Design Professional and Commissioning Agent in addition to CM/GC services. Construction documents are anticipated in September 2026, with construction duration estimated at nine to twelve months.

The preliminary project cost limitation is approximately $8 million. The CM/GC must commit to a Guaranteed Maximum Price for all construction and site development under an Actual Cost plus Fixed Fee structure, operating as an open-book agreement where all savings return to the Owner. The project incorporates Energy Efficiency & Sustainable Construction Act requirements and Georgia Peach certification with commissioning.

Minimum qualifications include a current ratio of 1.0 or higher, Experience Modification Rating of 1.2 or less, valid Georgia General Contractor's License, and no debarment or suspension from any state or federal agency. The CM/GC must demonstrate bonding capacity of $42 million through an approved surety and carry Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus commercial umbrella liability of at least $5 million per occurrence and general aggregate. Liquidated damages are estimated at $1,500 to $2,500 per day.

Evaluation weighting: relevance of experience and qualifications (20%), previous performance (15%), quality of management plan (15%), methodology presented at finalist interview (25%), and overall impression of firm and team (25%). Fee proposals are opened only for the highest-scoring firm after proposal and interview evaluations conclude.
