About this opportunity
The City of Minneapolis is soliciting sealed bids for hydraulic hoses, fittings, and related services to supply the Public Works Solid Waste and Fleet Services Divisions and various City boards and departments, with bids due August 5, 2026 at 11:30 a.m. Central Time.
Bidders must cross-reference Dayco, Tomkin, and other manufacturers' part numbers to Parker equivalents and possess on-site hose-making equipment capable of manufacturing and delivering items within seven working days of order receipt. The scope comprises 42 line items spanning Global Core hoses in sizes 1/4 to 1 inch ID rated at 3000–4000 PSI, specialty hoses including non-conductive and grease-line variants, and an extensive inventory of Parker fittings across multiple series (43, 56, CY, and 77) in male pipe, female JIC straight, female seal lok, swivel, and krimp configurations. Bidders must also provide three labor rate categories: on-site product identification and organization, shop labor, and field labor. The successful bidder must maintain a "Keep Fill" stock system with weekly on-site inventory management, provide free training and literature, supply current price sheets for both Dayco and Parker items, and offer optional on-site services (product identification, lettering, numbering, bar-coding) on an hourly basis.
The contract is for an initial one year with potential renewal options for up to two additional 12-month periods if both parties agree. Prices shall remain firm for the first contract year; escalation for renewals must be supported by documentary evidence and shall not exceed the Consumer Price Index or five percent, whichever is higher, submitted 60 days prior to contract year end. All pricing must include shipping, handling, and delivery to City locations. Bids are awarded to the lowest responsive and responsible bidder based on the total sum of all bid lines; bidders must submit prices on all lines to be considered responsive.
The City requires vendors to obtain an ST-3 sales tax exemption certificate. No specific SUBP goals apply to this contract, though contractors are encouraged to provide full and fair opportunities to certified MBEs and WBEs for subcontracting. Contractors with contracts valued at $100,000 or greater must obtain an approved Affirmative Action Plan from the Minneapolis Department of Civil Rights prior to contract award. Questions are due July 28, 2026 at 10:00 a.m.; addenda will be posted by July 30. No public bid opening will be held; results will be posted on the City website.
