About this file
This is a Special Provisions document issued by the City of Minneapolis outlining civil rights requirements and the Small and Underutilized Business Program (SUBP) for contractors bidding on the Hydraulic Hoses and Fittings contract in Minnesota. The document establishes mandatory compliance standards for all contractors entering into agreements with the City, including non-discrimination policies, equal employment opportunity commitments, and affirmative action requirements. Contractors must comply with Minneapolis Code of Ordinances Title 7 and all rules and regulations issued by the Minneapolis Department of Civil Rights, with failure to cooperate potentially resulting in denial of contract award. The SUBP applies to contracts exceeding $175,000 and requires contractors to make good faith efforts to meet Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) goals established for City-funded projects.
The document specifies that no specific SUBP goals have been established for this particular contract; however, contractors are encouraged to provide full and fair opportunities to certified MBEs and WBEs for any subcontracting opportunities that may arise. Contractors with contracts valued at $100,000 or greater must obtain an approved Affirmative Action Plan from the Minneapolis Department of Civil Rights prior to contract award. Additional requirements include compliance with prevailing wage laws for construction projects valued at $50,000 or more, submission of Certified Payroll Reports when applicable, and adherence to HUD Section 3 employment provisions for applicable projects. Only MBEs and WBEs certified through the Central Certification Program (CERT) are recognized under the SUBP, and contractors must maintain conspicuous postings of civil rights notices for employees and job applicants.
