About this opportunity
The City of Minneapolis is requesting bids for hauling and disposal of waste materials for the Public Works Transportation Maintenance & Repair department, with bids due August 11, 2026 at 1:00 p.m. CDT. The contract carries a 10% combined Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation goal under the Small and Underutilized Business Program (SUBP), with certified firms required to perform a commercially useful function; participation goals may also be satisfied through documented Good Faith Efforts if the goal is not met at bid time.
The scope encompasses 13 line items covering loading, hauling, and disposal of contaminated soil, fill, rubble, asphalt, concrete pavement, and street millings at estimated quantities of 25 to 40,000 tons depending on material type; straight dump truck and tractor trailer rentals by the hour; and snow removal and disposal services during normal business hours (Monday–Friday, 7 a.m.–5 p.m.) and outside normal hours. Work is performed citywide at multiple locations. The contract term is one year with a one-year renewal option at the City's discretion. Payment is made based on weight tickets, load count sheets, or hourly logs as determined by the City Engineer, with no guaranteed minimum quantities. A 5% retainage applies and is released only after all contract requirements and final documentation are satisfied.
Prevailing wage requirements apply under Minneapolis Code of Ordinances Chapter 24 and current U.S. Department of Labor wage determinations for Minnesota–Hennepin County (Heavy and Highway construction classifications). Employment goals of 20% female and 32% minority workforce apply. A 5% bid deposit payable to the City of Minneapolis Finance Department and performance and payment bonds equal to 100% of the total contract amount are required upon award.
Bidders must submit a completed Prior Experience and Reference Form listing three contracts performed within the past three years in a city of the first class with identical requirements and quantities, along with Responsible Contractor Verification and Certification of Compliance Form (Attachment A-1) if the contract exceeds $50,000, SUBP documentation, and bid forms through the eSupplier Portal. Written questions are due July 31, 2026 at 12:00 p.m.; addenda will be posted by August 4, 2026. No public bid opening or pre-bid meeting will be held.
