About this file
This specification document establishes the requirements for hauling and disposal of waste materials for the City of Minneapolis Department of Public Works. The contract covers load, haul, and disposal services for concrete, asphalt, dirt, and snow materials generated from city street improvement projects and snow clearing operations during the 2026-2027 winter season and 2027 construction season. The work will be performed citywide at multiple locations, with contractors required to provide either tractor trailer or straight dump trucks. The contract is for a one-year initial term with a one-year renewal option at the same unit prices, exercisable at the City's discretion. The specifications detail 13 line items including contaminated soil disposal in MPCA-certified landfills, unregulated fill disposal, rubble asphalt and concrete disposal, street milling disposal, hourly rate services for straight dump trucks and tractor trailers, snow hauling and disposal services (both during normal and non-normal work hours, with and without contractor-provided loading), and equipment hauling services.
Payment will be made based on weight tickets from the disposal facility, daily load count sheets maintained by the driver, or hourly logs as determined by the City Engineer, with no guaranteed minimum quantities. A 5% retainage will be applied to all work and released only after all contract requirements and final documentation are satisfied. Contractors must submit prior experience and reference forms at bid time to be considered responsive, provide their disposal site locations with bids, and comply with all federal, state, county, and city laws. Final payment requires written approval from the Engineer, proof of MN State income tax withholding compliance, lien waivers from all parties, completion of affirmative action and prevailing wage requirements, and submission of complete landfill manifests (if applicable) bound in Wilson Jones three-ring binders within 45 calendar days of the Engineer's notice. Failure to provide required documentation within the deadline results in penalties of $50 per day from day 46 through 75, with potential contract closure without final payment after day 76.

3. In instances where this applies to street milling operations the contractor will haul and dispose of the street millings/ “asphalt profiling’s”. The disposal material will be given “as is”, directly from the asphalt milling machine.
