About this opportunity

The City of Minneapolis is requesting bids for crushing rubble concrete services under BID-PW, with bids due September 3, 2026 at 2:00 PM CDT and written questions due August 27, 2026 at 10:00 AM CST. No pre-bid meeting will be held. Bids must be submitted electronically through the eSupplier Portal.

The scope encompasses crushing rubble concrete — including pavement structures, traffic signal foundations, precast manhole sections, and reinforced concrete pipe — stockpiled at the Linden site near the northwest corner of Interstate 394 and Interstate 94 into MNDOT Class 5 aggregates, 2-inch drain rock, and 6-inch minus material. Four line items total 61,000 tons (50,000 tons Class 5, 2,000 tons 2 Washed Drain Rock, 6,000 tons 6 minus, plus 3 mobilization events). The contractor must achieve minimum crushing capacity of 2,500 tons per day and begin operations within 7 calendar days of notice. The contract covers the 2027 construction season with a City option to extend one additional year for the 2028 season. The contractor must obtain all permits from the City of Minneapolis, Hennepin County, Minnesota Pollution Control Agency, Minnesota Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Corps of Engineers prior to bid acceptance. Compensation is tonnage-based through approved belt scale. The City reserves the right to increase quantities up to 100 percent with no unit price adjustments.

All bids exceeding $50,000 must include a signed Responsible Contractor Verification and Certification of Compliance Form under Minnesota Statute 16C.285, Subdivision 7, with Attachment A-1 listing all first-tier subcontractors. Bidders must submit three prior contracts performed within the past three years in a first-class city with identical requirements and quantities. A bid deposit of 2% of total bid amount and Performance and Payment Bonds at 100% of contract amount are required. Prevailing wage and Minneapolis Code Chapter 24 (Prevailing Wage) and Chapter 38 (Living Wage for contracts over $100,000) apply. SUBP goals are 0% for MBE and WBE; employment goals are 20% female and 32% minority participation. Insurance requirements include Workers Compensation, Commercial General Liability ($2,000,000 minimum), Commercial Automobile Liability ($1,000,000 minimum), and Builders Risk.
