About this file

This file contains civil rights rules, regulations, and Small and Underutilized Business Program (SUBP) requirements for contractors working with the City of Minneapolis, Minnesota on public contracts and development projects. The document outlines mandatory compliance standards for all contractors, including non-discrimination policies covering race, color, creed, religion, ancestry, national origin, sex, sexual orientation, gender identity, disability, age, marital status, familial status, and public assistance status. Contractors must implement affirmative action measures in all employment practices, including hiring, compensation, training, and advancement opportunities. Contractors are required to identify themselves as equal opportunity or affirmative action employers in all recruitment materials. Additionally, contractors must make good faith efforts to meet the City's aspirational workforce goals of 20% female participation and 32% minority participation in construction positions.

For contracts exceeding $100,000, contractors must obtain an approved Affirmative Action Plan from the Minneapolis Department of Civil Rights (MDCR) prior to contract execution. This specific contract for crushing rubble concrete contains no SUBP goals; however, contractors are encouraged to provide full and fair opportunities to Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) on any subcontracting opportunities. When applicable to projects over $50,000, contractors and subcontractors may be required to submit certified payroll reports through MDCR-specified software systems. Contractors must post civil rights notices in conspicuous locations accessible to employees and applicants, provide copies to labor representatives, and comply with prevailing wage laws, Section 3 of the Housing and Urban Development Act when applicable, and any additional reporting requirements specified by MDCR. Certified MBEs and WBEs must be verified through the Central Certification Program (CERT) directory.
