About this file

This is a specification document from the City of Minneapolis Department of Public Works for Event 4235, a crushing rubble concrete contract. The project involves crushing various concrete materials including rubble concrete pavement structures, traffic signal foundations, precast manhole sections, and reinforced concrete pipe into MNDOT Class 5 aggregates, 2-inch drain rock, and 6-inch minus material. The materials are currently stockpiled at the Linden site near the northwest corner of Interstate 394 and Interstate 94 on approximately 1,200 feet by 250 feet of City-owned property. The contractor must achieve a minimum crushing capacity of 2,500 tons per day and must begin operations within 7 calendar days of notice from the City. The contract is for the 2027 construction season with a City option to extend for one additional year covering the 2028 season. The contractor is responsible for obtaining all necessary permits from the City of Minneapolis, Hennepin County, Minnesota Pollution Control Agency, Minnesota Department of Natural Resources, U.S. Environmental Protection Agency, and U.S. Corps of Engineers prior to bid acceptance.

Compensation is based on tonnage measured through an approved belt scale, with partial payments made according to MnDOT specifications and final payment withheld until cleanup is complete, all equipment is removed from site, and required documentation including tax withholding compliance and lien waivers are provided. The City reserves the right to increase quantities up to 100 percent with no unit price adjustments. The contractor must cover all incidental costs including dust control, water supply arrangements, equipment maintenance, debris disposal, and site restoration at no additional compensation. Operations are required to stop every Thursday between 10:00 a.m. and 12:00 noon for the City's impound lot auction. The work site contains two existing sewers that require a 30-foot protection buffer, and the contractor assumes full responsibility for site security and personnel safety with no City compensation for losses or damages.

The size of this parcel of land, which is dedicated for crushing rubble materials, is approximately 1200 feet by 250 feet and is on the east end of the fenced in area.

In addition, there are two existing sewers (a storm at 48" diameter and a sanitary arch at nine feet diameter) which cross this site. Due to the age and condition of these pipes, the contractor is not allowed to place his machinery, trailers, or crushed materials within 30 feet of the center of these sewers. The bidder is only allowed to drive his tired equipment over them and is required to minimize possible damage to these sewers. The exact location of these sewers lies between the two existing catch basins on the crushing site.

The Contractor is responsible for the protection and security of his personnel, equipment and materials. Any damage or loss is considered incidental to this contract. The City of Minneapolis will provide no compensation or security of the work site for this contract. During initial start-up operations, the Contractor will be required zero out their scale with a city staff present to observe. Once crushing has commenced the contractor shall have a technician from the belt scale Service Company present. The technician, together with City personnel, will test and calibrate the belt scale. Test loads will be taken, and the resulting scale weight will be compared with the weights of the same loads as measured by a registered and approved scale. Calibration and testing will continue until the belt scale weights agree within +_ or - one half percent (0.5%) of the registered scale weights. If this level of accuracy cannot be achieved, the Engineer reserves the option of adjusting payment to the Contractor to compensate for any established disparity in favor of the City. Periodic material and belt scale weight tests will be run. This will necessitate the Contractor loading City of Minneapolis trucks, directly from the belt, which will be weighed and tared on a City approved scale. Any ramping and/or leveling of stockpiles, swinging of conveyers, loss of production time, or other, due to these tests will be considered incidental to this contract, and no compensation will be made, therefore.

Final payment will not be made until the contractor's worksite has been inspected for cleanup (all debris and waste hauled and disposed of) and approved by the Engineer, and all requirements of this contract have been fulfilled.

After the 76th day the Engineer will determine if; either a higher assessment or closing out the contract without final payment and release of the retainage due the contractor is in order. This charge will be assessed against the contractor’s retainage.

The contractor shall also be compensated for his mobilization onto and off the site. One mobilization shall constitute; moving on to the site, set up and moving off the site. If, upon approval of the Engineer, the contractor elects to move off this site for his own needs there will be no mobilization pay for.
