About this opportunity
The City of Minneapolis is requesting bids for furnishing, installing, and maintaining bicycle parking infrastructure and seating under a cost-share and maintenance program, with bids due September 24, 2026 at 2:00 p.m. CDT and questions due September 10, 2026. The contract carries prevailing wage requirements under Minneapolis Code of Ordinances Chapter 24 and employment goals of 20% female and 32% minority participation.
The scope covers eight standard bike rack styles (Hoop, Hitch, Swerve, Round, Portable Event Multi-Rack, Custom Round, Custom Hitch, and Custom Hoop) in three material options (colored coated, galvanized, and stainless steel where applicable), Meter Hitch Racks, commuter benches, on-street bike corrals in single and double configurations, and secure bike shelters. Bidders must provide unit prices for all mandatory line items (45 required bid lines), installation pricing, and removal, repair, relocation, repainting, and maintenance services for existing city-wide bike racks. An optional list of 15 additional items, primarily stainless steel variations and secure shelters, is available for bidder completion but will not affect the lump sum bid amount. Contractors must complete installations within two weeks of city authorization, perform utility locates, and comply with public right-of-way procedures. All pricing must remain fixed through December 31, 2028.
The estimated contract budget does not exceed $175,000 total. The contract period runs from September 2026 through September 2028, with an option to extend until December 30, 2028 or until the contract amount is exhausted. The City will authorize installations and provide cost-share funding, typically 50% for private businesses and 100% for public agencies. Substantial project completion is targeted for December 2028. Bids exceeding $50,000 require submission of a Responsible Contractor Verification and Certification of Compliance Form with first-tier subcontractors listed on Attachment A-1 at time of bid. Prime contractors may subcontract installation and maintenance work while retaining full responsibility for administration and performance. Insurance requirements include $1 million commercial general liability per occurrence and $1 million auto liability combined single limit. If the contract value exceeds $100,000, the Minneapolis Living Wage Ordinance applies. The City reserves the right to select any combination or quantity of products, reject bids, hire additional contractors for similar work, and cancel the contract without cause upon thirty days' written notice. No pre-bid meeting is scheduled. Addenda will be posted by September 15, 2026.
