About this opportunity

The Alabama Department of Conservation and Natural Resources, State Lands Division is requesting bids on herbicide spraying services for cogon grass control on the Splinter Hill Bog Forever Wild Tract in Baldwin County, with bids due August 24, 2026 and mandatory attendance at a pre-bid conference and site visit on July 28, 2026 at 2:00 p.m. Central Time at Splinter Hill Road (coordinates 31.026618, -87.653926). Failure to attend and sign in will result in automatic bid rejection.

Vendors must hold a current Custom Pesticide Business License from the Alabama Department of Agriculture and Industries in the following categories: Forest Pest, Ground Application (if applicable), and Aerial Application (if applicable). This certification requirement is a capability filter.

The project covers approximately 722 acres using ground and/or drone application methods. Herbicide specifications include Arsenal AC or equivalent at 3% by volume for ground application and 10 gallons per acre with 24 ounces of Arsenal AC or equivalent per acre for aerial application, along with MSO or appropriate adjuvant and drift control agent. Herbicide must be applied at least five feet beyond the outer perimeter of every cogon grass patch. The vendor must provide all herbicide, adjuvants, drift agents, and identify all cogon grass patches. Work for 2026 will conclude on October 15, 2026, with operations resuming in 2027 when the growing season begins.

Pricing must be submitted on a per-acre basis and include all costs for application treatment, travel, labor, patrol, equipment mobilization, and chemicals. Actual acreage treated will depend on pricing, budget, and timing constraints. Contractors are compensated at the designated per-acre rate for all requested and treated acreage. Clarification amendments and additional terms and conditions have been posted and must be acknowledged by all prospective bidders as a condition of bid submission. Questions are due by the pre-bid conference date. Contact persons are Collin Roberts at (251) 424-0881 or Jeremy Doss at (334) 404-3919.
