About this opportunity

The University of Maryland, Baltimore County is soliciting proposals for comprehensive pest management services across its 482-acre campus under RFP BC-21525-M, with technical proposals due August 27, 2026, at 2:00 p.m. EST. This is a two-stage procurement: offerors submit technical proposals first; UMBC will shortlist qualified firms and invite only those to submit price proposals.

The scope spans inspection, treatment, control, and elimination of rodents, insects, nuisance wildlife, and specialized services including K9 bed bug detection, pigeon control, drain cleaning, termite treatment, and wildlife management. Routine services must be performed Monday, Wednesday, and Friday weekly (Option 1) or Monday through Friday (Option 2). Offerors must demonstrate a minimum of five years' experience in institutional pest management, maintain financial stability verified through audited statements or Dun & Bradstreet reports, and comply with University System of Maryland and State of Maryland procurement policies. Key personnel must hold Maryland Department of Agriculture certifications and Maryland Department of Natural Resources wildlife permits. The contractor must establish operations within a 30-mile radius to ensure four-hour emergency response capability.

The contract is structured as an indefinite-quantity agreement with firm fixed pricing for an initial one-year term, renewable for five additional one-year periods at UMBC's discretion. Current spending is $80,040 annually (incumbent Orkin LLC). Campus averages approximately 62 work orders monthly and 60–80 technician hours per month. Pricing must include all-inclusive costs for labor, materials, equipment, permits, and insurance, with line items for basic services, special services, and optional bird exclusion methods.

Required insurance includes a performance bond equal to the first year's contract value, comprehensive general liability of $2 million per occurrence, workers' compensation, and vehicle liability of $1 million. Evaluation prioritizes response to RFP objectives, capacity and experience, cost, past performance and references, and proposed management and personnel. Minority, women, and small businesses are encouraged to respond. Five addenda have been issued (through August 25, 2026); offerors must acknowledge receipt of all addenda with their technical proposals. A pre-proposal conference was held July 29, 2026; a self-guided site visit was available July 30; questions were due August 6.
