About this file

This is Addendum No. 3 to a Request for Proposal issued by University of Maryland, Baltimore County (UMBC), a constituent institution of the University System of Maryland and State of Maryland agency, for pest management services. UMBC seeks qualified vendors to provide comprehensive pest control management services including inspection, treatment, control, and elimination of pests and vermin such as rodents, insects, and nuisance wildlife across academic, dining services, and residential facilities on designated campus areas. Routine services must be performed on Monday, Wednesday, and Friday of each week to maintain continuity of the University's existing Integrated Pest Management Program. The RFP offers two service options: Option 1 requires routine pest management three days per week (Monday, Wednesday, Friday), while Option 2 requires five days per week (Monday through Friday). The technical proposal submission deadline is August 25, 2026, by 2:00 PM EST. Price proposals will not be submitted with initial responses; instead, UMBC will establish a shortlist of qualified firms following evaluation, and only shortlisted firms will be invited to submit formal price proposals for the identified service options.

The current pest control provider is Orkin LLC, and UMBC spent $80,040 on pest management services in the last 12 months, including $11,536 for annual summer canine bed bug inspections. The University does not have a previous bid tabulation available from 2017. Campus pest management averages approximately 62 work orders monthly (30 from Facilities Management and 32 from Residential Life) for follow-up services beyond routine treatments, with technician on-site time averaging 15-18 hours per week or 60-80 hours per month. Current exterior rodent bait stations number 2-4 per property and are owned by the incumbent provider, requiring replacement by the new vendor. Services include small mammal trapping for groundhogs, raccoons, and squirrels, as well as bee and wasp nest treatment and removal, with most turf and garden pest management handled by the University's Ground Shop. True Grits Dining Hall is included in the solicitation scope. Vendors must acknowledge receipt of all three addenda (dated 07/27/2026, 07/29/2026, and 08/07/2026) and include the completed Acknowledgement of Receipt form with their technical proposals.

1. SECTION I. B. REVISED SUMMARY STATEMENT:

The University of Maryland, Baltimore County (UMBC), a constituent institution of the University System of Maryland and an agency of the State of Maryland (herein referred to as the "University" or "UMBC"), is seeking proposals from qualified Offerors to provide pest control management services for the University academic, dining services and residential facilities. Services shall include the inspection, treatment, control, and elimination of pests and vermin, including but not limited to rodents, insects, and nuisance wildlife, in designated campus areas. To ensure continuity of the University's existing Integrated Pest Management Program, routine services must be performed on Monday, Wednesday, and Friday of each week in accordance with the requirements outlined in the solicitation.

This solicitation shall be conducted in accordance with the University System of Maryland (USM) Board Regents Procurement Policies and Procedures.

2. PRICE PROPOSALS:

Option 2:

Routine pest management services shall be performed five (5) days per week, specifically Monday through Friday, in accordance with all requirements outlined in the solicitation.

Price proposals shall not be submitted with the initial response. Following the evaluation process, UMBC will establish a shortlist of qualified firms. Only shortlisted firms will be invited to submit a formal Price Proposal for the service options identified above.

University provides responses to vendor questions:

1. Question: Who is your current Pest Control Provider?

Answer: Orkin LLC

2. Question: Can you supply a copy of the last bid tabulation sheet from the previous bid?

Answer: After a thorough search, Procurement was unable to locate the 2017 bid tabulation. The record is not available in our current files, and we are unable to provide the requested document

3. Question: What was the total amount paid for pest control in the last 12 months?

Answer: $80,040

4. Question: Did you require any Bed Bug treatments in the last 12 months and if so, what was the total paid?

Answer: No emergency requests, only annual summer K-9 Inspection. Total amount - $11,536.00

5. Question: Did you require any Termite treatments in the last 12 months and if so, what was the total paid?

Answer: No

6. Question: How many exterior rodent bait stations are currently at each property?

Answer: 2-4

7. Question: Who owns the exterior rodent stations, or will they need to be replaced by the new vendor?

Answer: The current provider owns them; they will need to be replaced.

8. Question: Approximately how many call back service requests do you have per month? This refers to return services requested after the monthly service has been completed. For example, we complete service on 8/5 and then receive a request on 8/12 for a follow up - prior to the next scheduled service -due to a pest sighting.

Answer: Facilities Management receives on average 30 work orders per month with concerns for Pest Management. ResLife receives on average 32-word orders per month with concerns for Pest Management. Answer: Average 15-18, per week; 60-80 per month.

10. Question: In Exhibit Q: Pest Management Services – Outdoor Specifications, page 3, the pest control strategies discuss outdoor IPM, including agricultural, Forest, Ornamental and turf. These services require a different Pest Control Certification #3A. Are these included in the scope of service?

Answer: Exterior work by pest management consists of small mammal trapping (groundhogs, racoons, squirrels, etc.). There are also bees/wasp nests that need to be sprayed and removed. Most agricultural, garden, and turf are handled by our Ground Shop.

11. Question: Is True Grit's Dining Hall included in this proposal?

Answer: Yes, True Grits is included in this solicitation.
