About this opportunity
The State of Utah Division of Purchasing, procuring on behalf of the Department of Health and Human Services, is requesting statements of qualifications for a Trauma Focused-Cognitive Behavioral Treatment (TF-CBT) certified trainer under RFSQ BB27-1, with qualifications due August 17, 2026. This is a qualifications-based selection under Utah Procurement Code 63G-6a Part 15; pricing must not be included in submissions, and the highest-ranked vendor will be selected for direct negotiation of fair-and-reasonable compensation.
The scope requires a trainer certified in TF-CBT to provide training and monthly consultation to private contracted mental health providers serving children ages 2–11 with serious mental illness or serious emotional disturbance under the System of Care grant. The contractor must train a minimum of 20 new TF-CBT providers annually, deliver customized curriculum with audio-visual materials at least 30 days before scheduled training, provide 12 months of monthly post-training consultation with documented attendance, conduct quarterly outcome meetings with DHHS, and submit monthly progress reports and annual reports by June 1st of each fiscal year. Success measures include a 75 percent increase in participant knowledge via pre- and post-tests, 75 percent completion of consultation calls, and quarterly reporting by trained providers on client symptomatology and service utilization. The contractor must enroll in sam.gov and the state's Electronic Funds Transfer system.
Mandatory qualifications are a master's or doctoral degree in a mental health field, current licensure to practice mental health therapy, TF-CBT certification (completed training and consultation requirements), certification as an authorized TF-CBT training source by the national certification program, and a minimum of three years combined TF-CBT training and practice experience. Evaluation criteria, each weighted at 33.3 percent, assess the resume, current licensure verification, and a detailed Statement of Work with course descriptions and training schedule demonstrating TF-CBT experience. Offerors must achieve a minimum of 60 percent on technical evaluation to proceed; cost evaluation will then award points proportionally based on price relationship to the lowest bid.
The contract term is five years with no automatic renewal. Commercial general liability insurance of $1 million per occurrence and $1 million combined single-limit commercial automobile liability (if vehicles are used) are required. The state reserves the right to conduct discussions, request best-and-final offers, or negotiate with the next-highest-ranked vendor if the top vendor and state cannot agree on compensation, requirements, or contract documents.
