About this opportunity

Sacramento County Department of General Services is requesting sealed bids for replacement of obsolete HVAC controllers at the B.T. Collins Youth Detention Facility under Contract 4724, with bids due October 22, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on September 24, 2026 at 9:00 a.m. Attendance at the pre-bid conference is required; bids from contractors who do not attend will be deemed non-responsive.

Contractors must hold valid California licenses including General Building Contractor (Class B), Low Voltage Systems Contractor (C-7), Electrical Contractor (C-10), or Warm-Air Heating, Ventilating and Air-Conditioning Contractor (C-20). Contractors must register with the California Department of Industrial Relations and comply with the County's Labor Compliance Program.

The scope includes furnishing all labor, materials, and equipment to replace existing heating and ventilation equipment controllers with modern direct digital control (DDC) systems integrated with the County's existing Siemens Building Automation System; installation of building automation system controllers, control wiring, conduit and cabling, uninterruptible power supply backup devices, and new IT drops; asbestos and lead spot abatement where required; and full system commissioning. Work must be completed within 240 calendar days. The facility contains identified hazardous materials (asbestos, lead-based paint) documented in Appendix H; contractors must incorporate remediation costs and procedures into their bids. Contractors must perform a minimum of 7.5 percent of the total bid price with their own organization, excluding specialty items. Liquidated damages are $908 per calendar day for delays beyond the completion date.

The engineer's estimate is $2,017,787. A 10% bid guarantee is required (bid bond, certified check, or cash). The three lowest responsible bidders must submit escrow bid documents within four business days of bid opening. Pre-bid questions are due October 8, 2026 at 5:00 p.m. Access to unredacted plans requires attendance at one of three mandatory viewings September 30, October 1, or October 2, 2026. Prior to the pre-bid meeting, contractors must complete a One-Time Visitor Background Check Request Form and execute a Non-Disclosure Agreement by September 17, 2026 at 5:00 p.m. The project is subject to Title VI nondiscrimination requirements and FHWA Form 1273 federal-aid construction contract provisions. Iran Contracting Act disclosure applies.
