About this opportunity
The South Carolina Department of Administration, Office of Technology & Information Services is requesting proposals for ASCO maintenance services and parts under a five-year contract, with proposals due July 8, 2026 at 11:00 a.m. Offerors must be authorized and registered ASCO vendors and serve as the primary point of contact between the Department and ASCO — a vendor-authorization filter that restricts competition to ASCO's certified network.
The scope includes preventative maintenance of automatic transfer switches, engine control systems, switchgear, and monitoring systems used in backup and emergency power applications; emergency repair services with four-hour dispatch response and 24/7/365 availability; supply of new, genuine ASCO manufactured replacement parts; and comprehensive maintenance reporting. Maintenance procedures follow ASCO manufacturer recommendations and NFPA, OSHA, and NEC standards. The Department's equipment inventory includes UPS systems, nine automatic transfer switches (ATS 1–9), motor control systems, chillers, and emergency power distribution boards, some installed as early as 1999 and others as recently as 2025.
Contract pricing must be fixed for the five-year term and include all travel, per diem, and labor costs. The contract runs from August 4, 2026 through August 3, 2031. No contract value estimate is disclosed. Offerors must maintain Commercial General Liability insurance of at least $1 million per occurrence, Auto Liability of $1 million per accident, and Worker's Compensation at statutory limits.
Award will be made to the responsive and responsible offeror whose proposal is most advantageous to the State, evaluated on Price (lowest priced proposal receives maximum points; others scored pro-rata) and Qualifications and Experience. No set-asides apply. The pre-proposal conference is scheduled for June 24, 2026 at 11:00 a.m. via Teams (strongly encouraged but non-mandatory). Written questions are due June 24, 2026 at 5:00 p.m. Award notification is posted July 23, 2026. Offerors must register as South Carolina vendors before submission and comply with the South Carolina Consolidated Procurement Code.
