About this file

This is a Notice of Award Extension issued by the State of South Carolina Department of Administration, Office of Technology & Information Services for ASCO maintenance services and parts. The solicitation (number 5400029928) seeks proposals for a five-year contract covering preventative maintenance, emergency repair services, and supply of genuine ASCO replacement parts for automatic transfer switches, engine control systems, switchgear, and monitoring systems used in backup and emergency power applications. The Department's equipment inventory includes UPS systems, nine automatic transfer switches, motor control systems, chillers, and emergency power distribution boards, with some units installed as early as 1999 and others as recently as 2025. The original proposal due date of July 8, 2026 at 11:00 a.m. has been extended to August 12, 2026. A pre-proposal conference was scheduled for June 24, 2026 at 11:00 a.m. via Teams, with written questions due the same day at 5:00 p.m. Award notification was posted on July 23, 2026, and the contract will run from August 4, 2026 through August 3, 2031.

Competition is restricted to offerors who are authorized and registered ASCO vendors, serving as the primary point of contact between the Department and ASCO. Contract pricing must remain fixed for the entire five-year term and include all travel, per diem, and labor costs. Offerors must maintain Commercial General Liability insurance of at least $1 million per occurrence, Auto Liability of $1 million per accident, and Worker's Compensation at statutory limits. Award will be made to the responsive and responsible offeror whose proposal is most advantageous to the State, evaluated on price (lowest priced proposal receives maximum points) and qualifications and experience. No contract value estimate is disclosed, and no set-asides apply. Maintenance procedures must follow ASCO manufacturer recommendations and comply with NFPA, OSHA, and NEC standards. Emergency repair services must include four-hour dispatch response and 24/7/365 availability.
