About this opportunity

Buffalo Public Schools is soliciting proposals from qualified firms to provide asbestos project monitoring, air monitoring, and project design services on an as-needed basis for district-wide planned and emergency abatement projects across approximately 70 sites. The procurement covers asbestos abatement work governed by the district's current AHERA Management Plan, with successful contractors required to employ properly licensed and certified project monitors, air monitors, and project designers capable of developing detailed specifications and drawings for abatement projects while serving as on-site representatives and "Competent Persons" for the district. Project designers must plan and design abatement initiatives, while project monitors must be available 24/7 for emergency response within one hour of verbal notification and on-site within two hours. Contracting firms must demonstrate a minimum of five years of certifiable experience in air monitoring and project monitoring under their current firm name and must maintain complete independence from all asbestos abatement companies. The Request for Proposals (RFP 27-0627E5-004) evaluation is based on best value scoring with 100 total points: qualifications and experience (20 points), certifications and licenses (20 points), project approach and schedule (20 points), cost (30 points), and compliance (10 points), with a minimum allowable score of 40 points on non-cost criteria. The question period runs through March 16, 2026 at 8:00 AM EDT with answers posted by March 20, 2026, the Intent to Bid and proposal submission deadline is April 2, 2026 at 4:00 PM EDT, and the tentative award date is May 20, 2026, with an initial contract term from July 1, 2026 through June 30, 2027, plus five potential one-year extensions extending through June 30, 2032.

Responding firms must comply with Buffalo Public Schools' procurement policies, including submission of non-collusive bidding certifications, Equal Employment Opportunity Employer Information Reports with workforce demographic data, and MWBE utilization plans identifying all subcontractors with their contract percentages and minority/women-owned business certifications. The current incumbent is Labella Associates from the prior offering (23-0624E2-074). While no specific set-aside percentages are identified for minority- or women-owned businesses, the district requires documentation of MWBE utilization and compliance with its Policy 5414 addressing minority and women-owned enterprise considerations. All contractors must secure insurance with minimum limits of $500,000 per person and $1,000,000 per accident for bodily injury and $300,000 for property damage, and prevailing wage rates under New York State Labor Law Section 220 apply. Contractors must also comply with the BPS Data Sharing and Confidentiality Agreement if they will access student data or educational records, implementing comprehensive data security and privacy protocols. The current year award amount is $50,000.00, with the district providing no guarantees regarding minimum or maximum work volumes as projects may range from relatively small to full-scale operations. Submissions are made through the Bonfire portal at https://buffaloschools.bonfirehub.com/opportunities/224706 and must include the Offering Questionnaire, signed certifications, insurance certificates, Equal Opportunity forms, references, and optional compliance narratives.
