About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Office of Energy Development, is requesting proposals to facilitate, draft, and finalize a comprehensive Host State Operating Agreement for a Nuclear Lifecycle Innovation Campus, with proposals due August 5, 2026 and a maximum project budget of $500,000.

The scope requires four sequential deliverables—Draft Outline (due August 7), First Draft (due August 17), Second Draft (due August 31), and Final Draft (due September 14)—with final preparation for signature by September 28, 2026, and all work must be completed by September 30, 2026. The Host Agreement must address financing and capital structure, development of nuclear and industrial product lines, and infrastructure development including permanent nuclear waste disposal. The contractor must conduct daily facilitated consultation sessions with Office of Energy Development and U.S. Department of Energy representatives, coordinate with the Utah Attorney General's Office and DOE legal counsel, and integrate feedback throughout an aggressive iterative drafting process.

Evaluation uses a 1,000-point framework: 900 points for technical criteria across four categories (Nuclear Regulatory & Fuel Cycle Compliance at 300 points; Intergovernmental Legal & Regulatory Governance at 300 points; Public-Private Partnership Transactional Structuring at 150 points; and Infrastructure Financial Engineering & Capital Modeling at 150 points) and 100 points for price. Vendors must achieve a minimum score of 630 points in technical criteria to advance to price evaluation. A single contract award will be made to the highest-scoring responsive and responsible vendor. Vendors must guarantee pricing through project completion; cost and pricing data must be submitted separately from technical responses. Price adjustments require thirty days' notice and supporting market analysis approved by the Director of the Division of Purchasing. All deliverables become work made for hire with ownership transferred to the State. Questions must be submitted through the U3P system; direct contact with procurement staff or evaluation committee members is prohibited except through the designated State procurement officer.
