About this file
This technical criteria scoring document pertains to the State of Utah Division of Purchasing and Office of Energy Development's RFP for Nuclear Lifecycle Innovation Host Agreement preparation services. The procurement seeks a vendor to facilitate, draft, and finalize a comprehensive Host Agreement for a nuclear infrastructure project. The contract must be completed by September 30, 2026, with vendors required to guarantee their pricing through project completion. The RFP operates on an expedited timeline due to constraints detailed in supporting documentation. A single contract award will be made to the responsive and responsible vendor achieving the highest score.
The evaluation framework totals 1,000 points, with technical criteria weighted at 900 points and price at 100 points. Technical scoring comprises four categories: Nuclear Regulatory & Fuel Cycle Compliance (300 points), requiring demonstrated expertise in NRC regulatory frameworks and 10 CFR provisions; Intergovernmental Legal & Regulatory Governance (300 points), requiring specialized expertise in joint state-federal operating structures and regulatory harmonization; Public-Private Partnership Transactional Structuring (150 points), requiring proven capability in complex P3 agreement drafting and negotiation within energy or nuclear sectors; and Infrastructure Financial Engineering & Capital Modeling (150 points), requiring proficiency in project finance modeling and capital stack structuring for large-scale energy infrastructure involving state authorities and the U.S. Department of Energy. Vendors must achieve a minimum score of 630 points in technical criteria to advance to price evaluation. Price will be submitted as a lump sum for total project completion.
