About this opportunity

The State of Utah Division of Wildlife Resources is requesting bids on lop and scatter services for the Scipio North project under IFB AS27-100, with bids due September 1, 2026. Participation is limited to prequalified contractors only — do not submit if you are not on the current Pre-approved/Pre-qualified Vendor list. A single contract award will be made to the lowest total cost responsive and responsible vendor.

The scope requires mechanically removing standing live juniper trees and saplings across approximately 2,735 acres located 5 miles north of Scipio in Millard and Juab Counties, Utah, at elevations ranging from 5,400 to 6,400 feet. Work is divided into two treatment prescriptions: cutting all live juniper less than 12 inches in diameter across approximately 1,033 acres and cutting all live juniper less than 8 inches in diameter across approximately 1,702 acres. The contractor must furnish a minimum 10-person hand crew with fully operational chainsaws, competent operators, and a designated English-literate supervisor present during operating hours. Bidding is per-acre price with final cost extended based on actual treated acreage, including all labor, equipment, mobilization, and operating costs; no fuel surcharges or adjustments are negotiable. The contractor must begin work within 14 calendar days of the notice to proceed, restore any damaged access roads, ensure environmental cleanup, and comply with hazardous materials regulations.

Project performance runs from September 21, 2026, through December 11, 2026. The State retains the right to implement minor change orders modifying acreage by up to 10 percent. Payment consists of one lump-sum final payment for actual acres completed following final inspection, with partial payments available only at the State's discretion and upon written approval. Vendors must guarantee pricing through project completion. No mandatory site visit is required, though bidders are strongly encouraged to inspect the site. Insurance requirements include workers' compensation with statutory limits, commercial general liability of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence. All deliveries are F.O.B. Destination Freight Prepaid and Allowed.
