About this opportunity
The State of Utah, in collaboration with NASPO ValuePoint, is soliciting vendor information on a potential future contract for walk-in building supplies covering all participating states and U.S. territories for the 2027–2032 period, with responses due July 1, 2026 through the Utah Public Procurement Place (U3P).
This is an RFI only — not a binding procurement. The State uses it to gather market intelligence, understand vendor capabilities, identify scope limitations, and refine contract structure before issuing a formal RFP. Responses do not constitute offers and may not be accepted to form a contract.
The RFI addresses eleven inquiry areas: national retail location coverage across all 50 states; purchase tracking mechanisms at retail locations; limitations in the existing contract structure that would deter vendor participation; competitive restrictions to avoid; proposed scope and pricing changes; factors for establishing updated scope; discount structure preferences (point-of-purchase discounts favored over rebates); volume-based discount options; buyer training programs; and value-added services.
Vendors must submit responses by 3:00 p.m. MST on July 1, 2026. Vendors may claim business confidentiality for trade secrets and commercial financial information under Utah Code sections 63G-2-305 and 63G-2-309, submitting both redacted and non-redacted versions (though entire proposals may not be redacted). Confidentiality claims do not guarantee protection if the State receives a subsequent public records request; determinations follow applicable Utah law.
No pricing, set-asides, incumbent vendor information, or funding amounts are specified. This RFI does not establish a response deadline for a formal solicitation.
Opportunity text
The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
