About this file
This is a Request for Information (RFI) issued by the State of Utah in collaboration with NASPO ValuePoint to solicit vendor feedback on a potential future contract for Walk-In Building Supplies covering all participating states and U.S. territories for the period 2027-2032. The RFI seeks information to inform development of a future Request for Proposal and does not constitute a binding procurement or promise of future contract issuance. Responses must be submitted through U3P (the Utah Public Procurement Place) no later than 3:00 PM MST on July 1, 2026. The RFI does not establish a response deadline for a formal solicitation, as this is an information-gathering phase designed to understand the supplier market, identify potential scope limitations, and gather recommendations for contract structure improvements before a formal RFP is developed.
The RFI addresses eleven specific inquiry areas focused on vendor capabilities and contract structure preferences. Key topics include national retail location coverage across all 50 states, purchase tracking mechanisms at retail locations, limitations in the current contract structure that would hinder vendor participation, competitive restrictions that should be avoided, proposed changes to scope and pricing, factors for establishing an updated scope of work, discount structures (with preference for point-of-purchase discounts rather than rebates), volume-based discount options, buyer training programs, and value-added services. No pricing information, set-asides, incumbent vendor identification, or funding amounts are specified in this RFI document, as the primary objective is to gather qualitative market intelligence to inform future procurement strategy.

Walk-In Building Supplies (2027-2032)
REQUEST FOR INFORMATION
This Request for Information (“RFI”) is being issued by the State of Utah (“Lead State”) in collaboration with NASPO ValuePoint. The purpose of this RFI is to seek information to be used in a new solicitation for a contract for Walk-In Building Supplies.
The Lead State, in collaboration with NASPO ValuePoint, is considering the development of a future RFP for the resolicitation of Walk-In Building Supplies. The primary purpose of the solicitation would be to select Offerors who can provide Walk-In Building Supplies for all participating States and US territories. In consideration of the scope of work and portfolio requirements, the Lead State and sourcing team seek feedback from the supplier community. We recognize there may be some additional items that can be added to the value of the contract and seek suggestions and recommendations to expand the scope and provide more for our members.
Response Information:
NOTE: This is an informal Request for Information (RFI). This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Responses to this RFI will not be evaluated or result in contract awards but may be used for industry research purposes and to aid in the development of future competitive solicitations. Not responding to this RFI does not preclude participation in any future RFP, if any are issued.
Please submit your response to the questions below, using U3P (the Utah Public Procurement Place) no later than 3:00PM MST on 7/1/2026.
Responders must include in their response:
Company Name
Company Representative
Phone Number
Please provide answers to the following questions:
1. Do you have retail shopping locations in all 50 United States? If not, please identify which regions or states your company has retail shopping locations.
2. How can Purchasing Entities identify that they are using this contract at the retail shopping locations? Are those purchases tracked?
3. Are there any limitations within the current contract structure that would prevent your company from submitting a response to the RFP? If so, please describe.
4. Are there restrictive requirements that, if mandatory within a Request for Proposal (RFP), would unnecessarily decrease competition?
5. Do you have any proposed changes to the scope, pricing, or terms for Walk-In Building Supplies?
6. In seeking a resolicitation of the Walk-In Building Supplies, what are some of the factors that should be considered when establishing a new scope of work?
7. Government customers prefer to receive a discount at the time of purchase rather than rebates or cash back. With that, how should the discounts for this contract be structured?
8. Is there an option for additional volume-based discounts for Purchasing Entities? For example, if a Purchasing Entity exceeds $1M of sales during the calendar year, they receive an additional 3% discount on all purchases. If so, please describe.
9. What training is offered to buyers who are interested in purchasing off of this contract?
10. What other value-added services should be considered in alignment with this portfolio?
11. Are there any issues not addressed in this RFI that we should consider? Please describe.
