About this opportunity
The City of Long Beach, Department of Public Works, is soliciting proposals for as-needed tree trimming and related arborist services under RFP PW25-648, with proposals due August 4, 2026 at 11:00 a.m. PST and a mandatory pre-proposal meeting on June 23, 2026 at 9:00 a.m. PST via Microsoft Teams.
The scope encompasses annual maintenance of approximately 96,000 street trees across 52 square miles, including grid trimming of up to 20,000 trees (3 to 60 inches diameter), annual removal and stump grinding of up to 500 trees, supply and planting of up to 1,000 trees, watering and maintenance of young trees, and emergency response with two-hour on-site arrival or face $500 per-occurrence penalties. Over 3,600 palms must be trimmed from certified aerial boom trucks with 90-foot-plus height capacity. Approximately 8,400 trees fall within the California Coastal Zone and are subject to Migratory Bird Treaty Act compliance, California Coastal Act permitting, nesting-season surveys, and 1:1 or 2:1 replacement ratios depending on nesting history. Contractors must maintain C-61/D-49 and C-27 licenses, employ ISA Arborist-certified supervisors on all job sites, comply with International Society of Arboriculture standards, and operate a GIS-compatible computerized tree inventory system. Emergency response requires 15-minute telephone answer and 30-minute on-site arrival during business hours; outside business hours, two-hour on-site arrival applies with $500 penalties for failure. Work order completion must occur within 60 days. Quarterly inventory updates and annual monitoring reports for Coastal Zone removals are provided at no additional cost.
The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. Pricing is cost-reimbursable with bi-weekly or monthly invoicing within 30 calendar days. All work must comply with OSHA, CAL-OSHA, and Davis-Bacon prevailing wage requirements for federally assisted contracts. Contractors are subject to the City's Equal Benefits Ordinance for contracts of $100,000 or more.
Evaluation criteria weight organizational capacity and experience at 30 percent, method of approach at 40 percent, communications and reporting at 20 percent, and reasonableness of cost at 10 percent. Minimum qualifications include five years' experience providing full-service urban forest maintenance to governmental agencies, California Department of Industrial Relations registration, proper licensing, staff trained in urban forestry best practices, and American Red Cross Standard First Aid Certification. Written questions are due July 7, 2026 at 11:00 a.m. PST, with responses posted July 21, 2026.
