About this opportunity
The County of Los Angeles Department of Parks and Recreation is conducting a Request for Statements of Qualifications (RFSQ) to establish Master Agreements with qualified vendors for as-needed Golf Course Operation Services. The procurement seeks contractors to provide comprehensive maintenance and operation services for multiple golf courses, including ancillary facilities such as banquet rooms, pro-shops, and coffee shops. Minimum qualifications for contractors are rigorous, requiring a minimum of five years of concurrent experience within the last ten years, specifically managing and operating three or more golf courses. Three of those ten years must have been completed within the past five years and must include managing or operating a public facility. Statements of Qualifications were originally due by 12:00 noon on Monday, April 1, 2019, at the Department's Contracts Division located at 1000 South Fremont Avenue in Alhambra, California. Late submissions will be evaluated after initial Master Agreements are executed. Interested vendors can download the complete RFSQ and register for future opportunities through the County's official contracting website at http://doingbusiness.lacounty.gov/.
The RFSQ does not explicitly mention specific set-aside designations or restrictions on responding organizations. No incumbent vendors or current contractors are identified in the provided documentation. The procurement appears to be open to qualified private sector golf course management companies with demonstrable experience in comprehensive golf facility operations. While specific award values or budget ranges are not disclosed, the as-needed Master Agreements suggest a flexible procurement approach that allows the County to engage contractors for specific golf course management requirements as they arise. The Department of Parks and Recreation has committed to accommodating persons with disabilities in accordance with the Americans with Disabilities Act, offering sign language interpretation and alternative format materials upon three-day notice. The solicitation indicates a strategic approach to maintaining and potentially improving the County's golf course facilities through a competitive qualification-based selection process.
