About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for on-call battery system supply and installation services at various Metro facilities across the LACMTA service area under IDIQ contract PS139177, with proposals due August 14, 2026, and a pre-proposal conference on July 23, 2026.
This is a Medium-Size Business Enterprise Program (MSZ-I) project with mandatory SBE/DVBE participation: proposals will only be considered from SBE firms meeting MSZ-I eligibility, and contractors must meet or exceed a 20 percent total participation goal (17 percent SBE, 3 percent DVBE); Good Faith Efforts are no longer accepted if goals are unmet. A 5 percent Local Small Business Enterprise (LSBE) preference credit is available for qualifying firms. All subcontractors with portions exceeding $500,000 for non-construction work must be pre-qualified. Prevailing wage requirements apply; all contractors and subcontractors must be registered with California Department of Industrial Relations.
The scope encompasses removal, replacement, installation, testing, commissioning, and disposal of battery systems across Metro Rail Signals, Traction Power, Facilities Maintenance, and Rail Communications at traction power substations, signal houses, communication rooms, stations, yards, and underground light rail locations. Work includes batteries (ranging from 5 to 600 ampere-hours across five lines), cabling, rack/mounting systems, and all associated materials. The contractor must hold a California C-10 Electrical Contractor License and comply with Metro Rail Design Criteria, NFPA standards, IEEE standards, California seismic requirements, and federal, state, and local regulations. Deliverables include equipment technical data, installation plans, work plans, cutover plans, test plans, warranty documentation, and as-built records. The contractor must perform impedance, load, and capacity testing; conduct site assessments; prepare wiring diagrams; and dispose of depleted batteries per EPA and CAL-OSHA regulations. The base period is 24 months from notice to proceed with three one-year renewal options.
Evaluation allocates 35 percent to prime contractor skills, experience, and past performance within the last five years; 25 percent to team composition and qualifications; 25 percent to execution-plan effectiveness; and 15 percent to cost. Work is authorized only through executed task orders; no work proceeds without one. Questions are due July 29, 2026, with LACMTA responses by August 4, 2026. The contract is locally funded and subject to fiscal-year availability.
