About this file

This is an Evaluation Criteria document for a Request for Proposals (RFP) issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for as-needed battery supply and installation services across the LACMTA service area in California. The project encompasses the supply and replacement of battery systems at various LACMTA facilities, including batteries, cabling, rack/mounting systems, and all associated materials necessary for installation. The RFP evaluation process will assess proposals based on four weighted criteria categories designed to identify the most qualified contractor for this ongoing service requirement.

The proposal evaluation framework allocates 35 percent weight to the prime contractor's skills, experience, and past performance, including relevant project experience within the last five years, client references, key personnel qualifications, and available resources. Team composition, qualifications, and management account for 25 percent of the evaluation score, assessing team capabilities, subcontractor performance history, personnel certifications, contingency planning, and regulatory compliance experience with California agencies. The effectiveness of the execution plan comprises 25 percent of the evaluation, focusing on project organization, resource allocation, schedule management, stakeholder coordination with LACMTA, and quality and safety assurance protocols. The cost proposal represents 15 percent of the final evaluation score, calculated using the formula where the proposer's cost score equals the lowest cost proposal multiplied by total available points, divided by the proposer's cost proposal. The evaluation team will score DBE (Disadvantaged Business Enterprise) participation as either responsive or non-responsive.
