About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on artificial ivy installation and maintenance services across the Metro transit system under IFB No. OP1435688370, with bids due November 4, 2026 at 10:00 a.m. Pacific time and a pre-bid conference on October 6, 2026.
No SBE, DVBE, or DBE set-asides or participation goals are established for this solicitation, though bidders are encouraged to utilize SBE/DVBE firms where opportunities are available. Bidders must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements.
The scope encompasses installation and routine maintenance of artificial ivy on vertical wall surfaces at 14 existing locations across LACMTA's A, B, C, D, E, G, J, and K lines, Rail to Rail Corridor, Traction Power Substations, Communication and Signaling Facilities, Rail Maintenance Yards, and parking and park-and-ride lots—totaling an estimated 71,600 square feet—plus one future location at Ramona Gardens Housing Development with an anticipated spring 2028 start. The contractor must provide fire-retardant, UV-resistant material for minimum seven-year durability and install using mechanical means only, without adhesives. Services include six field visits annually, graffiti removal, quarterly pressure washing, emergency response within one to two hours, and weekly and monthly activity reporting. Pricing is on a firm fixed unit rate basis for labor hours and material square footage under a three-year base term.
The contractor must hold a valid California General Contractors License (Class B or C-61 with D-12 or D-29 classification) and demonstrate a minimum of three years' experience providing graffiti deterrent or abatement services for at least three public or private entity clients with combined annual contract value of at least $129,000 per contract. All contractor personnel must be at least 18 years old and speak and understand English; designated lead personnel must read, write, speak, and understand English. The contractor must obtain Rail Safety Badges, Track Allocation permits, and maintain Pro-Tran Devices and radios issued by Metro, comply with Cal-OSHA standards, and maintain comprehensive insurance including $1 million general liability per occurrence and $1 million auto liability.
Pre-qualification is required for all firms whose bid exceeds $500,000 for non-construction contracts, with applications due November 4, 2026. Bids will be evaluated and awarded to the lowest-priced responsive and responsible bidder. Written questions are due October 13, 2026, with responses provided by October 20, 2026. Virtual bid opening is scheduled for 2:00 p.m. Pacific time on November 4, 2026.
