About this opportunity
The State of Alabama Division of Procurement is requesting bids on flooring replacement at the Alabama Real Estate Commission building in Montgomery under an Invitation to Bid, with bids due August 17, 2026 and a mandatory pre-bid conference with site visit on August 4, 2026 at 1:00 p.m. at 1201 Carmichael Way, Montgomery, AL 36116. Attendance and sign-in at the mandatory site visit are prerequisites to bid eligibility; failure to attend results in automatic rejection.
The scope covers complete removal and replacement of existing carpet and rubber base materials across twenty-four areas including reception, offices, cubicles, entryway, and hallways. Installation must be Luxury Vinyl Tile in Shaw Terrain II 2.5MM Sequoia color with 6-inch rubber base and quarter-round trim, with all work compliant with building codes, ADA, and OSHA standards. Installation may occur Monday through Friday, 7:30 a.m. to 4:30 p.m., with the Alabama Real Estate Commission preferring completion by September 30, 2026. The State reserves the right to approve all materials prior to installation.
The bid price is all-inclusive: labor, materials, furniture handling, equipment, tools, lifts, travel, delivery, and disposal, on an F.O.B. destination basis with no additional charges authorized. Award will be made on an "all or none" basis to the lowest responsible bidder. The contractor must provide a one-year workmanship warranty and manufacturer's standard warranty documentation. Bidders must submit proof of liability insurance ($500,000 per occurrence / $1,000,000 aggregate) and workers' compensation insurance. For bids exceeding $100,000, proof of Alabama State Board of Licensing for General Contractors with approved maximum bid limits sufficient to cover the bid amount is required. Prospective bidders may raise ITB questions during the mandatory pre-bid conference; procedural questions only are accepted outside that setting. Questions submitted through the Alabama Buys portal discussion tab must be received by August 11, 2026 at 3:00 p.m. The awarded contractor may not assign or subcontract without express written Chief Procurement Officer consent.
