About this opportunity
Granite School District is requesting bids for an annual, as-needed concrete flatwork services contract under IFB JF27-011, with bids due July 22, 2026. The District seeks a single award to the lowest cost responsive and responsible vendor.
The contractor must hold an active Asphalt and Concrete (S260) license and must respond to service requests within five calendar days. Work includes sidewalk replacement, curb and gutter installation, drive approaches, ADA-compliant ramps, asphalt patching, and specialized finishes such as texture-stamped and integral color concrete. The contractor must furnish all equipment, materials, labor, tools, transportation, and supplies. Individual projects are capped at $50,000; projects exceeding that threshold will be publicly bid separately. Pricing submissions must remain valid for one year. The contractor must maintain five years of continuous business history with no licensing gaps or unresolved disciplinary actions and furnish proof of general and auto liability insurance of $1 million per occurrence and $3 million aggregate upon demand.
The contract term runs from August 5, 2026, through August 31, 2027, with up to four one-year renewal options available through August 31, 2031. Payment is made in lump sum upon project completion and final inspection approval; no draws, prepayments, or partial progress payments are permitted unless otherwise specified. Renewal pricing requests require thirty days' notice and documentation; increases are limited to prevailing Consumer Price Index or Producer Price Index thresholds. Markup on materials and equipment is prohibited; mileage, office time, fuel, and overhead charges are not allowed. Bids must be submitted electronically through the Bonfire Utah Public Procurement Place (U3P) secure mailbox or in writing to GSD Purchasing. Bids cannot be withdrawn for 60 days from the due date. No pre-bid conference is scheduled. All subcontractors must be licensed; the District reserves the right to reject proposed subcontractors. The contract is governed by Utah state law with venue in Salt Lake County's Third Judicial District Court.
