About this opportunity
The City of Tucson is soliciting design-build proposals for the Amphi Housing Resource Center, an adaptive reuse of Fire Station Eight into a low-barrier shelter for adults experiencing homelessness, with sealed bids due August 14, 2026. The project is funded through HUD grants and subject to Davis-Bacon prevailing wage requirements, SBE participation goals, and Section 3 employment benchmarks (25 percent Section 3 labor hours, 5 percent Targeted Section 3 workers).
Scope encompasses designing and constructing a removable, climate-controlled semi-permanent structure with restrooms, showers, laundry facilities, storage, and meal preparation areas to replace existing leased shower trailers and serve as the priority deliverable. The structure must integrate with the existing 7,000-square-foot congregate shelter in the former station bays, meet Planned Area Development (PAD) zoning requirements, and address Per- and polyfluoroalkyl substances (PFAS) contamination to meet City of Tucson environmental standards. Site design must include pet-friendly areas adjacent to facilities and maintain minimum five parking spaces, with maximum building height of 30 feet and property-line screening of five-foot masonry and wrought iron. The 1.05-acre site at 250 West King Road requires zoning transition from R-2 (Medium-Density Residential) to PAD.
The project timeline is six to seven months, with the semi-permanent structure designated as priority. Contractors must submit a Subcontractors List and Proposed SBE Plan with bids, identifying SBE subcontractors regardless of contract value and first-tier subcontractors with contract values of $5,000 or greater. A preconstruction conference is required within ten calendar days of award. Contractors must furnish all labor, materials, and equipment, with on-site work equivalent to at least 12 percent of total contract value. Progress payments occur monthly with 10 percent retainage until completion. A negotiable bid guarantee of at least 5 percent is required. Assurance of completion may include performance and payment bonds at 100 percent of contract price, separate bonds at 50 percent each, 20 percent cash escrow, or 25 percent irrevocable letter of credit. The contract incorporates HUD Form 5370 standard conditions, Section 3 compliance requirements, and prevailing wage standards. Davis-Bacon applies due to contract value exceeding $2,000.
Opportunity text
The Housing First Resource Center at Amphi is an adaptive reuse of a Fire Station building known as Station Eight. The shelter primarily serves adults, offering a safe environment, connections to housing assistance, and services to help support people experiencing homelessness. This will allow individuals the opportunity to connect with essential support services and provide access to more stable and permanent housing options. The site is currently a low-barrier congregate shelter that has sleeping quarters in the former station bays. The intent of this project is to add a non-congregate area that will include an enclosed, climate-controlled semi-permanent structure that will have water and electricity.
The semi-permanent structure needs to meet the needs of shelter capacity allowing for continuation of services currently offered. However, the structure needs to be able to be removed from the site, if needed. The semi-permanent structure will have restrooms, showers, laundry, storage and adjacent to site pet friendly areas and meal preparation facilities. The structure's facilities will replace leased shower trailers currently on site. Beyond the semi-permanent structure, the site design should meet the requirements of the Planned Area Development (PAD).
Although not a federal requirement, the interested contractor should address Per- and polyfluoroalkyl substances (PFAS) present on site to meet City of Tucson requirements. The project team can expect a six-to-seven-month timeline for completion, with the semi-permanent structure as the priority.
