About this opportunity
The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation, is soliciting bids on the Miller Mine Drainage Phase II construction project in Harrison County under ARFQ 0313 DEP2600000092, with bids due August 6, 2026, at 10:30 a.m. through wvOASIS. Attendance at the mandatory pre-bid conference on July 9, 2026, at 10:00 a.m. at Summit Park near Morgantown is required; failure to attend results in bid disqualification.
The project encompasses approximately 6.3 acres of mine drainage remediation and site reclamation, including site preparation, clearing and grubbing, erosion and sediment control installation and maintenance, construction of grouted riprap channels, water bars, vegetated channels, seep collection systems, temporary access roads (670 linear feet), gravel drive rehabilitation (846 linear feet), excavation (15,563 cubic yards of unclassified material), revegetation across 5.4 acres, and associated incidental construction work. The engineer's estimate is $1,519,181.32. The contract term is one calendar year from the effective start date, with potential renewal up to three successive one-year periods upon mutual written consent and Department and Attorney General approval. Pricing is firm for the life of the agreement.
Bids are submitted on a unit-price basis with capped lump-sum items: mobilization and demobilization (10 percent maximum), construction layout stakes (5 percent maximum), quality control (3 percent maximum), and site preparation (10 percent maximum). Key measured items include 12,250 square yards of erosion control blanket, 4,070 linear feet of composite filter sock (32-inch or alternative triple-stacked 24-inch), 2,756 tons of Class A riprap drainage blanket, and various culvert and channel construction items.
The project is federally funded, requiring Davis-Bacon wage rates, Build America Buy America Act compliance, domestic steel preferences, and prohibition on certain telecommunications equipment. Contractors must comply with West Virginia Code requirements including seventy-five percent local labor-market hiring for employees, drug-free workplace certification, submission of a Contractor Information Form to the Office of Surface Mining Reclamation and Enforcement, and certification of non-engagement in Israel boycotts. A bid bond of 5 percent of total bid and performance and labor/material payment bonds each at 100 percent of contract value are required. Commercial general liability and automobile liability insurance with limits of not less than $2,000,000 per occurrence are mandatory. Liquidated damages are assessed at $1,000 per working day for delays. Technical questions were due July 23, 2026. Contact Larry T. Workman at (304) 414-1242 or larry.t.workman@wv.gov.
