About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for a subscription to Altair Units Monarch data analyst software under IFB HHS0017711, with bids due July 24, 2026 at 10:30 a.m. Central Time.

The scope is access to Altair's Monarch tool library supporting data analysis and compilation for HHS Accounting teams, with a minimum of four concurrent users, technical support, online documentation, and telephone and email-based assistance. Both HHSC and the Department of State Health Services (DSHS) are authorized users. Pricing must be submitted as firm, fixed prices on the provided Pricing Sheet (Exhibit C) covering the entire contract life with all costs (labor, equipment, materials, supplies, and related expenses) included in unit rates.

The initial contract term is 24 months from the anticipated start date of September 2026, with one optional one-year renewal period available at HHSC's sole discretion and an additional one-year extension option if necessary for service continuity. The historical monetary value for similar services is $23,054.00 for a one-year period, provided as a guideline only. Price adjustments may be requested based on the Consumer Price Index formula from the Bureau of Labor Statistics for renewal periods.

Bidders must submit Exhibit A (HHS Solicitation Affirmations) completed and signed, Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference and Contractor Qualifications Form with a minimum of three verifiable references from contracts of similar size and scope within the last three years), and proof of required insurance coverage including workers' compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella liability before contract execution. Questions are due July 17, 2026, with responses posted as an addendum by July 20, 2026. Evaluation considers bidder ability to meet requirements, capacity to deliver services, and price, with award based on best value rather than lowest price alone.
