About this opportunity

The City of Long Beach is seeking proposals for the operations and management of pre-security concession opportunities at Long Beach Airport under RFP AP-23-287, with proposals originally due September 27, 2023, subsequently amended to November 15, 2023. The City received seven proposals by the November 15 deadline; the City intends to award Opportunity 1 (new dining location in Meeters & Greeters area) and Opportunity 3 (automated retail vending machines) to Paradies—Long Beach II, LLC of Atlanta, Georgia, and has withdrawn Opportunity 2 (Historic Terminal 2nd Floor former restaurant) entirely.

Opportunity 1 comprises approximately 1,072 square feet with fast-casual or grab-and-go dining preferred. Opportunity 3 is a 180-square-foot automated vending space in Historic Terminal first-floor alcoves (15 feet by 6 feet) operating 24/7. Proposers were permitted to submit for one, two, or all three opportunities. All concessionaire workers are subject to the Long Beach Living Wage Ordinance at $17.36 per hour (adjusted annually). The City maintains a race-neutral ACDBE concession goal of 2.60% for terminal concessions through September 30, 2024, and requires monthly gross sales and concession-fee reporting by the 15th of each month. Awarded contractors must carry commercial general liability insurance of $1 million per occurrence and $2 million aggregate.

Proposers were required to demonstrate at least three years of continuous experience in similar concession operations within the last five years and submit financial statements, references, and detailed implementation plans addressing design, staffing, sustainability (organics diversion and recycling), and customer service. The City requires compliance with California prevailing wage law and Department of Industrial Relations registration if construction or affixed installations are proposed. The Equal Benefits Ordinance applies to contractors with City contracts exceeding $100,000 or generating $350,000 or more in annual gross receipts from property leases. Proposers bearing all costs for tenant improvements, permits, and liquor licenses. Parking in Parking Structure B costs $50 per employee per month. Long Beach Airport serves approximately 9,995 average daily passengers.
