RFP AP-23-287 Addendum No. 3: Q&A Summary

This is Addendum No. 3 to RFP AP-23-287, a Notice to Proposers issued by the City of Long Beach Department of Financial Management on November 1, 2023, regarding Airport Pre-Security Concessions Opportunities. The RFP seeks proposals for three distinct opportunities at Long Beach Airport: Opportunity #1 (approximately 1,072 square feet), Opportunity #2 (3,713 square feet interior plus 2,042 square feet of patios on the second floor of the historic terminal), and Opportunity #3 (180 square feet for automated vending machines). The proposal submission deadline is November 15, 2023. The Airport plans to select contractors by mid-December 2023 with contract awards expected in January 2024. Opportunity #1 will be available for buildout immediately upon award, with expected completion by mid-February 2024. Opportunity #3 has an estimated move-in date of Q2 2024. Mandatory pre-proposal meetings were held on August 16, 2023, and September 8, 2023, with sign-in sheets included as attachments identifying eligible proposers.

Proposers bear responsibility for obtaining required permits, liquor licenses, and all tenant improvements at their own expense, with the City providing no tenant improvement funding. Utilities for Opportunity #2 will be separately metered and billed by Long Beach Utilities (gas) and So Cal Edison (electricity). Monthly parking for employees in Parking Structure B costs $50 per month per employee. Operating hours are 5:00 AM to 10:00 PM on most days, with after-hours operations (10:00 PM to 2:00 AM) requiring additional security costs. Airport traffic includes approximately 9,995 average daily passengers with peak times of 6:30 AM–9:30 AM for departures and 6:30 PM–9:30 PM for arrivals. The living wage requirement for concessionaire employees is $17.36 per hour (as of July 2023), adjusted annually. Public works registration with California Department of Industrial Relations is required if construction or affixed installations are proposed. Signage is permitted at commercial locations but subject to Airport management approval. The historic terminal features Streamline Moderne architecture. Proposers may team together and are permitted to use preferred qualified builders for tenant improvements.

NOTICE TO PROPOSERS

ADDENDUM NO. 3: Q&A

RFP No. AP-23-287

Airport Pre-Security Concessions Opportunity

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.25 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The Questions and answers are as follows:

1. Q: What is the approximate total square footage of the 2nd floor of the historic terminal, counting only the interior portion that is within the current RFP scope?

A: The RFP scope area for Opportunity #2 is 3,713 square feet, including the event space, kitchen, and small office in the kitchen, plus 1,021 square feet for each of the two patios.

2. Q: What type and speed of Internet is available to the historic terminal? Who is the service provider?

A: There is currently fiber in place from Frontier. The Awarded Contractor would need to set up their own internet service.

3. Q: How are utilities metered and billed for the 2nd floor of the historic terminal?

Who are the service providers?

A: Utilities will be separately metered and billed for Opportunity #2. Long Beach

Utilities provides gas and So Cal Edison provides electricity.

4. Q: What is the parking situation for employees (fees, designated spaces, etc)? Are monthly permits offered as an alternative to paying hourly/daily rates?

A: As per City Master Fee Schedule, monthly parking for tenants in Parking

Structure B is $50 per month per employee.

Addendum No. 2 RFP AP-23-287

5. Q: Can a 24/7 parking space be provided on site for one company vehicle (mini cargo van)?

A: As per City Master Fee Schedule, monthly parking for tenants in Parking

Structure B is $50 per month per employee.

6. Q: Will any exterior signage opportunities be provided? What about display marketing opportunities throughout the airport?

A: Signage will be permitted at the commercial location. The awardee will be responsible for designing, permitting, and installing signage at their location.

Additional signage on the airport pre-security campus will be limited and will need to be discussed and approved by Airport management.

7. Q: As non-travelers, are pre-security concessionaire employees allowed to go through security to patronize concessionaires inside the security perimeter?

A: If there is an operational need, pre-security concessionaire employees can be badged through the Airport to receive access to post-security area.

8. Q: What kind of shade coverings or structures would the airport allow to be constructed over the exterior patio areas on the 2nd floor of the historic terminal?

A: No permanent structure will be permitted to be installed. Temporary structures such as weighted umbrellas will be the most likely solution to be approved by the

Airport.

9. Q: If selected, can we use our preferred, qualified builder for tenant improvements, or will the airport require us to seek bids from multiple qualified builders?

A: A preferred, qualified builder may be used for tenant improvements.

10. Q: Can you post the list of companies eligible to respond to this RFP? (That is, those whose reps attended one of the required pre-proposal meetings.)

PM and 2:00 AM, satisfactory security will be required which will likely include the cost of Airport Operations Personnel to be present until all customers have left the premises.

14. Q: Are there any Restrictions on live entertainment in the space?

A: Live entertainment is permitted but will need to be approved by Airport management. Live entertainment will need to be conducted in a way that does not disrupt operations or disturb tenants.

A: Yes, subject to the operator’s Alcohol and Business License.

17. Q: Is there space available anywhere in the airport for a supplemental walk-in cooler? Any Additional storage that could be converted for this use?

A: There is a walk-in cooler in the basement and a beer cooler in the basement that work and can be used. The Awarded Contractor is responsible for having them inspected and serviced.

18. Q: Deliveries and how can we get that done efficiently? Since there are No deliveries on the main driveway so what’s the screening process for delivery companies to go through an airport entrance for deliveries?

A: For Opportunity #1, delivery vehicles will need to enter gate off of Lakewood

19. Q: Where are the Marketing opportunities for airport traffic and through city channels?

26. Q: How long is validation parking good for? Will there be designated spaces held and dedicated for the restaurant close to elevator?

A: The Airport is open to validating parking for a reasonable amount of time, depending on the intended use for the concessions space. There will not be designated parking spaces at this time.

27. Q: How many airport personnel will return to the offices in the south wing of the second floor after renovations are complete?

A: Approximately ten people will return to the offices in the south wing of the second floor after renovations are complete.

28. Q: What currently occupies the area of the second floor that I've outlined in red in the attached image?

A: Before the building was closed, that was an airline office.

29. Q: The list of mandatory attachments for this RFP includes Proof of registration with the California Department of Industrial Relations. As an operator/vendor, it seems that this would not apply to us directly, but rather it would apply to any contractor hired to complete tenant improvements if the City were to award us this opportunity. Since we cannot yet know which contractor(s) would be hired, can we safely omit this mandatory attachment? Or should we propose a general contractor and provide their proof of registration? Would they be considered our "sub-contractor" for the purpose of this proposal?

A: This will vary depending on the proposal. If the proposal includes a public work of improvement, including, but not limited to, construction, alteration, demolition, installation, or repair, then the entity performing the work must be registered with the DIR, including any subcontractors. The awarded vendor will be considered a

Prime Contractor if any work is to be sub-contracted out, therefore, must be registered with the DIR. DIR registration also applies to the prime contractor, even if they are not doing any portion of the work.

30. Q: The list of mandatory attachments for this RFP also includes Disadvantaged

Business Enterprise Program Exhibits. If we are not claiming to be a

Disadvantaged Business Enterprise, can we safely omit this mandatory attachment?

A: If the Proposer is not a Disadvantaged Business Enterprise (DBE), they do not need to submit the corresponding attachment. This is now considered optional.

31. Q: Since there is a 20-page limit, can we include an annex that is not part of the page limit, items like pictures, renders, analysis, recommendations, and certifications among other items we think are relevant for the RFP?

A: Attachments may be added to the proposal and not be included in the narrative page limit.

32. Q: Do you have any specific concept or category requirements for the vending machines in Opportunity #3?
