About this opportunity

The City of Wichita is requesting proposals for on-call environmental services for the Wichita Airport Authority, with proposals due September 4, 2026 and questions due August 25, 2026. Addendum 1 was issued August 7, 2026; bidders must acknowledge receipt in their proposals.

The scope covers Phase I Environmental Site Assessments conducted to ASTM E 1527-13 standards and Phase II Limited Soil and Groundwater Investigations following ASTM E-1903, including environmental database reviews, historical property research, soil and groundwater sampling, laboratory analyses, and comprehensive reporting. Services will support Dwight D. Eisenhower National Airport and Colonel James Jabara Airport. Respondents must demonstrate a minimum of five years' experience with similar services and maintain professional liability insurance of $2 million per claim.

The contract term is one year with four optional one-year renewal periods by mutual agreement, for a maximum of five years total. Pricing is submitted on an itemized fee schedule basis covering Phase I assessments by property type and size, Phase II mobilization and daily rates, sampling supplies, laboratory analyses, and final reporting. Fees and expenses remain constant for the first two years, with a maximum 5% rate increase permitted for years three through five. Annual services are capped at $50,000, though the City does not guarantee this spending level.

Evaluation criteria are weighted as follows: ability to meet proposal terms (10%), project understanding (25%), experience and qualifications (30%), proposed costs (25%), and Small & Emerging Business Enterprise Program participation (10%). The City reserves the right to award separate contracts to two qualified consultants and may terminate services with 30 days' written notice. Tentative award is October 13, 2026, following an estimated 60- to 90-day evaluation period. Proposals must be submitted electronically through the City's Procurement Portal.
