About this opportunity
The West Virginia Department of Transportation, issuing through the Department of Administration Purchasing Division, is soliciting quotations for an AI Utility Mapping enterprise SaaS application and related support services under CRFQ DOT2700000011, with proposals due September 22, 2026 at 1:30 p.m. and technical questions due by September 8, 2026 at 10:00 a.m.
The scope includes an enterprise SaaS application license with unlimited users, standard project processing for up to 200 projects annually, advanced quality assurance and engineering validation for up to 50 projects annually, dedicated consulting and research services at 50 hours per year, and 10 onboarding and training sessions per year. The contract runs for a base year (Year 1) with four optional renewal years (Years 2 through 5).
The WVCloud SaaS Procurement Addendum establishes mandatory data protection and security requirements: service providers must implement administrative, technical, and physical security measures meeting or exceeding industry standards; encrypt all personal and non-public data at rest and in transit; maintain data storage exclusively within U.S. data centers unless prior written approval is obtained; conduct annual Cloud Security Alliance STAR Self-Assessments and third-party SOC 2 audits; report security incidents within 24 hours and data breaches within 72 hours; implement multi-factor authentication; and provide certificates of destruction upon contract termination. Section 508 accessibility compliance is required. Service providers bear all costs for data breach investigation, notification, credit monitoring, and remediation resulting from negligence in encryption or data protection obligations, capped at the Ponemon Institute's average per-record cost.
Vendors must submit pricing for each line item (standard processing, advanced validation, consulting hours, and training sessions) across all five years using the provided pricing template. Bid submissions are directed to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. Inquiries should be directed to John W. Estep at 304-558-2566 or john.w.estep@wv.gov. Invoicing and shipping are directed to the Department of Transportation at 1900 Kanawha Boulevard East, Building 5, Room 720, Charleston, West Virginia.
