About this opportunity

The City of Denver is seeking a design contractor for the AGTS Maintenance Facility Expansion Project at Denver International Airport through a Request for Proposal (RFP) 202578481. The procurement aims to enhance and modernize the existing Automated Guideway Transit System (AGTS) maintenance facility, with proposals due by May 5, 2025. The selected contractor will support a Construction Manager/General Contractor (CM/GC) delivery method, focusing on structural upgrades including additional maintenance bays, increased maintenance capacity, expanded storage, and facility enhancements. Key deliverables include design documents at 30%, 60%, 90%, and 100% completion stages, comprehensive construction administration, bidding support, permitting, and project closeout documentation. The project requires detailed design work for modernizing power distribution systems, upgrading administrative and break spaces, and implementing sustainability features such as energy-efficient lighting and HVAC systems. The project will involve a phased construction approach to minimize operational disruption, with a Guaranteed Maximum Price (GMP) to ensure cost predictability.

While specific set-aside designations are not explicitly detailed in the documentation, the project involves a significant infrastructure investment with estimated total project costs ranging from $51.7 million to $100.4 million. The expansion is designed to support a growing fleet of 41 vehicles operating in 4- or 5-car train configurations, with facility improvements spanning approximately 79,041 square feet. The ROM (Rough Order of Magnitude) cost estimates suggest substantial budget allocation for construction, with options ranging from $37 million to $48 million for initial facility configurations. The project will utilize Denver's Rolling Owner Controlled Insurance Program (ROCIP) and requires comprehensive design considerations, including potential future airport growth and maintaining existing train and baggage tunnel alignments. Prospective contractors should be prepared to provide detailed cost breakdowns, demonstrate expertise in airport transit facility design, and show capability in delivering complex, phased infrastructure projects with sustainability and operational efficiency as key priorities.
