About this file

This document is a Rough Order of Magnitude (ROM) Cost Estimate prepared by Logplan for the Denver International Airport (DEN) AGTS Maintenance Facility Expansion project. The document details multiple design concept options for expanding the existing Automated Guideway Transit System (AGTS) maintenance facility, with project durations ranging from 28 to 30 months and estimated costs between $51.7 million and $71.5 million. The proposed expansion includes two maintenance areas north and northwest of the current facility, a parking area, and modifications to accommodate a fleet of 41 vehicles operating in 4- or 5-car trains. Four primary design options (4A v3, 4C v3, 4E v3, and 4E v4) were evaluated, with Option 4E v4 ultimately recommended as having the most operational flexibility.

The cost estimate includes comprehensive assumptions covering site preparation, utilities, structural modifications, architectural elements, mechanical and electrical systems, and transportation infrastructure. Key considerations include designing the expansion to allow future airport growth to the north, maintaining current north-south train and baggage tunnel alignments, and preparing for potential future Concourse D construction. The estimate is prepared in 2023 dollars, excludes project escalation past year-end 2023, and assumes use of Denver's Rolling Owner Controlled Insurance Program (ROCIP). The project team recommends immediate design process initiation, preparing a Request for Qualifications (RFQ) for a modified design-build contract, and exploring existing on-call task contracts for early earthwork and utility preparations.

Subject: AGTS Maintenance Facility Revised ROM Cost Estimate

Dear Mr. Craft, Thank you for the opportunity to prepare this revision to our original ROM cost estimate. The team has reworked the project approach after receiving direction from DEN on changes to several key assumptions. This revised construction approach has resulted in a significantly lower cost without substantive reduction in functionality or constructability.

A meeting was held with DEN on January 11, 2024, resulting in some refinements to one of the concepts. This submission includes this refinement it is attachment 4E-v4. This layout further reduces the cost estimate by an additional $2.2 Million.

Time is of the essence with the demands for the system and new vehicles beginning to arrive, Logplan is prepared to support DEN in the next steps on this project as time is of the essence. We can meet with DEN to discuss this revised costing and discuss possible strategies for moving forward to bring this project to successful fruition.

Please feel free to contact me at 303-808-9710 or r.kelly@logplan.com to discuss. Thank you again for this opportunity to support Denver International Airport.

Sincerely, Rick Kelly Director of Operations mailto:Seth.Craft@flydenver.com mailto:r.kelly@logplan.com

Executive Summary The rough order of magnitude (ROM) cost estimate in the original concept represented the chosen solution and phasing plan that contained several work elements that, after consultation with DEN, were eliminated.

Original ROM Concept B Revised Options (Range) Duration: 35 months Duration: 29 to 33 months Square Footage: 79,041 sq. ft. Square Footage: 36,670 to 59,275 sq. ft.

Project Total: $100,380,663 Project Total: $52 to $71Mm

The project is still based upon a fleet of 41 vehicles operating in either 4- or 5-car trains.

The team was able to remove a large amount of civil and structural construction activity and reduce the overall size of the facility.

With the additional vehicles beginning to arrive and the increasing demands on the system, efforts to address opportunities to shorten the project duration and begin the steps to optimize the design should be considered.

Areas where there still seem to be opportunities for improvement in the schedule and cost are:

• Beginning the design process immediately.

• Preparing the RFQ for a GC immediately for a modified design-build contract.

• When the contractor comes on board, their first task order will be to review the ongoing design and construction documents and assist in the preparation of the initial release packages for earthwork, site utilities and any long lead items.

• Exploring DEN’s current on-call task contracts for early start on the earthwork, site utilities, and long lead items.

The project team is prepared to meet with DEN and Alstom to discuss the opportunities that are available and next steps.

Key Assumptions The following key assumptions were applied to all the considered options:

• Removing the requirement for new car access during the entire construction process.

• Removing the relocation of the road works.

• Not building the spare parts access on the west side of the building.

• Reduced square footage where possible while not compromising AGTS operations.

• Emergency access to the east tunnel is not interrupted.

• The west utility tunnel will have minor restricted access but will require coordination with the contractor.

• Allows for Concourse D and expansion to the north.

• All DEN design, construction and contract requirements are included.

• CCD permitting compliance.

• The Construction RFP, when developed, is to contain a requirement that the contractor support

Alstom and DEN with access to the facility when necessary to support operations.

• Further optimizing space during design; there may be more opportunities to further reduce the square footage of the facility.

Project Phasing The revised concepts do not require an extensive phasing plan. The majority of the work is outside of the operating facility. Access will be provided to the facility for small deliveries and personnel at all times.

The team considered several approaches to making phased concepts with capacity added at a later date.

After consideration, the options shown do not contain a reduced floor plan with additional functionality added at a later time. Instead, the total square footage has been reduced now so that the required functionality is maintained without the need for additional work at a later time. The cost of adding work at a later time requires a second mobilization and General Conditions costs that significantly increase the cost per square foot for the work and make these later phases cost prohibitive.

Options Each option presented has a table and color-coded functionality for layout. When operations are reduced, it is necessary to park/store trains that are not in use. The parking/storage of individual vehicles is not desirable due to the time required to build trains. For this reason, parking/storage locations are sized to support either 4- or 5-cars trains. In the upper left-hand corner of each layout is an image showing how trains are stored in the south end of the system during shuttle operations.

Figure 1 Option 4A v3

Option 4A fulfills the basic maintenance requirements. The train storage is the least effective as it presents issues with using the test track for its intended use. This option is the smallest square footage of the options presented. Project Cost: $51,770,160 Project Duration: 28 months.

Figure 2 Option 4C v3

Option 4C works well for the long term as it extends the primary running surfaces for use with either a new Concourse D or for the expanded capacity option of an added loop system. In either of these scenarios, an additional train storage facility will be required once the main lines go into daily operation, or a completely new, larger facility in a new location. The cost associated with the two operating lines to the north would be permanent investments that would remain even when the operations outgrow this facility expansion. Project Cost: $71,547,064. Project Duration: 30 months.

Figure 3 Option 4E v3

Option 4E allows for the inclusion of all maintenance requirements in addition to a dedicated offline train storage facility, allowing for good flexibility for daily O&M operations. The footprint is compact, and the pricing is competitive with the other options. This option was considered the best of the three by the local O&M team. Project Cost: $59,948,261. Project Duration: 30 months.

Figure 4 Option 4E v4

Option 4E v4 contains several changes that resulted in a 2,300 sq ft space reduction. We removed some of the support space and relocated the parts storage to the west side of the building (offices, parts, restrooms, and break area). We relocated the parts storage to the west side of the existing building directly adjacent to the existing parts storage allowing for one larger area. A smaller set of restrooms for use from the new heavy maintenance area, was added back into so they did not have to walk all the way back into the existing building. We were able to use some space to put back in two small offices. Project Cost: $57,770,925. Project Duration 29 months.

RECOMMENDATION

Logplan considers Figure 4 Option 4E v4 to have the most merit. This layout gives the O&M contractor the best operational flexibility for the space allocated. This layout should be considered for design development to further refine to optimize the concept. Investigation should be made with Alstom to ascertain what options may be available to extend the life of the existing facility when and if operations proceed to the north.

Concept Details These details apply to all layouts with a few exceptions.

CIVIL/SITE ELEMENTS

Parking Lot The parking lot area was determined based on a few assumptions. First, on the north side of the building the pavement extends 150’ north of the building to allow for flatbed truck and firetruck maneuvering. A 1.5% grade away from the building was included for proper drainage and curb and gutter was estimated around the outside of the lot for drainage collection. It was ensured that the parking area can contain the same or more parking than the existing condition and no pedestrian facilities were considered as part of this estimate. The pavement section was assumed to be:

• Hot Mix Asphalt (Grading SX) (75) (PG 76-28) (2”)

• Hot Mix Asphalt (Grading S) (75) (PG 64-22) (5”)

• Aggregate Base Course (Class 6) (10”)

• Subgrade Soil Preparation (5’)

Snow Removal Area The snow removal area was assumed to be 100’ x 20’ in the northwest corner of the parking lot. The same pavement section was assumed as for the parking area, described above, and curb and gutter surround the outside of the snow removal area for drainage collection. Drainage quantities were assumed in the storm drainage section.

EARTHWORK

Hauling Weitz to include most of this scope in their work. They assumed an access is needed for the project from outside of DEN property and they will include the cost of the access gate and the gate guard in their ROM. A haul distance of 5 miles was assumed and the associated costs will be included in the unit cost of excavation by Shrewsberry.

Excavation and Embankment Excavation was required for the proposed work to expand the building/site to the north, east, and west and to provide new vehicle access. It was assumed that 4:1 grading will be used in all slope locations and

Earthwork associated with building, tunnel, or wall elements are included in their respective sections.

UTILITIES

Storm Drainage Site drainage is captured by a series of existing inlets and pipes and routed to an existing pump facility and into the airfield storm drainage system. A new pump station with new inlets and storm drainage pipe has been included in the estimate based on the proposed conceptual site layout. The snow removal area was considered, and additional quantity was assumed for the drainage facilities in that area. Also included are any building connections for roof drains or building drainage. Removal of the existing system, pump station, and temporary connections during construction have also been included in this estimate.

Potable Water and Fire Protection New fire hydrants, water main loop, and new water connections to the existing and proposed building expansion have been estimated. The water line will run around the proposed site layout to provide domestic and fire water to the building. Removal of the existing system and temporary connections during construction have also been included in this estimate.

Sanitary Sewer The existing sanitary sewer system is pumped by an existing lift station and routed into the main sanitary sewer system. A new lift station with new connections to existing and proposed building expansion has been estimated. Removal of the existing system, lift station, and temporary connections during construction have also been included in this estimate.

Site Lighting New light poles, conduit, and cable for site lighting was estimated based on the proposed site layout.

Removal of the existing light poles have also been included in this estimate.

Electrical Service Relocation of an existing Xcel Energy feeder line at the north end of the site was estimated. The line will be relocated outside of any proposed grading limits around the north end of the expansion. No new transformers or switch cabinets were included in this estimate. No new feeder lines were estimated for the AGTS facility expansion, it is assumed that any new electrical service for the building expansion will be routed through the existing building.

Natural Gas System No new natural gas mains or connections were estimated. It is assumed that any gas service required for the AGTS facility expansion will be routed from the existing building.

Communications No new FAA or DEN communications fiber optic cable was estimated. It is not anticipated that any communication utility holes will need to be adjusted or modified to meet aircraft strength rating within the area of the AGTS facility expansion. It is assumed that all communications for the building expansion will be routed from the existing building.

De-Ice System From the direction of DEN, no modifications to the de-ice system were estimated. It is assumed that any de-ice system work will be completed in a separate project.

Temporary Erosion Control Erosion control measures were estimated as a lump sum based on comparable project estimates and bids.

This scope includes sediment control (such as inlet protection, check dams, perimeter control etc.) for all phases of work.

Maintenance of Traffic Plan (MOT) MOT was estimated as a lump sum based on comparable project estimates and bids. This scope includes traffic control signs, barriers, and devices, as well as signing and flagging operations.

Structural The expansion of the AGTS Maintenance Facility will add two maintenance areas, north and northwest of the current facility, plus a parking area east of the maintenance areas. The expansion will be designed to allow future expansion of the Airport to the north, similar to the 2001 addition. Specifically, AGTS trains and baggage services will be able to maintain their current north-south alignment through the Maintenance Facility to a future Concourse D. At that time, AGTS maintenance activities will be relocated, and the temporary portions of this facility will be deconstructed.

STRUCTURAL DESCRIPTION OF NEW MAINTENANCE AREAS

The north expansion area will be similar to the 2001 addition in terms of structural makeup. The foundations that are in line with the train and baggage tunnels to the south will be designed and built to support a future superstructure including concrete walls and roof, earth cover, apron paving, and aircraft live load, similar to the original maintenance facility. This same criterion was used for the 2001 addition.

− Drilled piers and concrete grade beams will be designed for the future condition. Cast-in dowel connectors to match reinforcement for future columns will be provided.

− Concrete grade beams and floor slabs (solid precast prestressed planks with a cast in place topping) over a void space will support maintenance operations.

− Running beams and guide beams will match the 2001 addition.

− The lowered floor for a train transfer table will require the structure to be dropped about 6-feet over most of the north expansion area. When Concourse D is built, this dropped area will require an elevated structural slab to resolve lateral forces from soil pressures on future exterior walls.

This drop will also require the utility tunnel to be locally excavated about 6-feet deeper, which will require a sump pump to collect and discharge water.

− The walls and roof for the temporary condition will be lightweight steel, similar to the 2001 addition.

The northwest expansion area will be similar to the north area, except that the foundation loads will be much lower because this area will not be intended to support future superstructure. When Concourse D is built, this area will be deconstructed and covered with earth fill.

− Drilled piers and grade beams will only be designed to support the temporary condition.

− The floor will be structural concrete over a temporary void. Planks similar to the north expansion area will be considered here.

Architectural, MEP & MEP Systems Architectural, MEP and Special Systems are estimated based on the project providing a duplication of the facilities that currently exist. The exception to this is there will not be an additional control room. The location of these support spaces is provisional and will be sized and located during design. The project has included the cost for a standalone outside HVAC system. The Airport central plant does not have the capacity needed for this new expansion.

Concept for the new space:

Project Schedule A project duration was developed for each of the options. These durations can be further refined into a project schedule for the selected concept during the detailed design development.

Option Project Construction Duration 4A v3 28 months 4C v3 30 months 4E v3 30 months 4E v4 29 months

Rough Order of Magnitude Project Cost In order to develop the ROM cost estimate, the team applied the following basic assumptions:

• The cost for all DEN design, construction and contract requirements are included.

• CCD permitting compliance.

• DEN ROCIP program would be used.
