About this opportunity

The Washington Suburban Sanitary Commission Water (WSSC Water) in Prince George's County, Maryland is requesting proposals for an Advanced Metering Infrastructure (AMI) Program Manager to oversee the implementation of a comprehensive AMI turnkey solution managed by a separate vendor to be awarded through a future contract, with responses due July 13, 2026 at 2:00 p.m. via WSSC Water's eProcurement Portal. A pre-bid meeting was held June 15, 2026, and the question submission deadline was June 19, 2026. Addendum #2 was posted June 18, 2026.

The contract term is eight years. The successful contractor must demonstrate prior successful management of a complete turnkey AMI project for a water utility with at least 150,000 residential and commercial meters. The lead program manager must hold PMP or PgMP certification, and the change management specialist must hold ADKAR methodology certification. A minimum of five years of AMI project management experience is required. The contractor is prohibited from being affiliated with any AMI technology installation or meter manufacturing companies, and subcontracting cannot exceed 49 percent of contract value.

Core responsibilities include full deployment planning, risk management, change management, business process development, system implementation oversight, materials purchasing coordination, meter installation oversight, and AMI network management. WSSC Water currently operates over 500,000 meters from multiple manufacturers (Neptune 61%, Sensus 23%, Badger 14%, other 2%) across manual, drive-by Automated Meter Reading, and existing AMI systems. The pilot program identified 47 distinct lessons learned, including scale-blocking issues in data synchronization, billing readiness, customer classification logic, and opt-out policies.

Proposals are evaluated on firm experience (30%), technical approach and methodology (25%), key personnel (20%), demonstration (10%), and pricing (15%). Technical proposals are limited to 60 single-sided pages. The top four offerors will be shortlisted for potential oral presentations. Price proposals will be opened only for shortlisted firms. Labor categories and hourly rates are fixed for the contract life. A prompt-payment discount of 15 days or more may factor into the award decision. The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability ($500,000 minimum per occurrence), business auto liability, and errors and omissions liability ($500,000 minimum). Payment is by ACH or procurement credit card within 30 days of service acceptance.
