About this file

This Request for Proposal background document is prepared by the Washington Suburban Sanitary Commission Water (WSSC Water) in Maryland for the Advanced Metering Infrastructure (AMI) Program Manager position. WSSC Water seeks a Program Manager to oversee the implementation of an Advanced Metering Infrastructure turnkey solution, which will be managed by a vendor awarded through a separate future contract. Sealed responses must be submitted via WSSC Water's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater no later than 2:00 pm on Monday, July 13, 2026, with late responses not accepted. WSSC Water will only extend the solicitation due date in cases of significant scope changes and encourages questions to be submitted early with one question per submission.

WSSC Water currently operates over 500,000 meters from multiple manufacturers including Neptune (61%), Sensus (23%), Badger (14%), and other brands (2%), read through manual methods (90% quarterly billed), drive-by Automated Meter Reading (9.5% monthly billed), and existing AMI systems (approximately 1900 residential customers and 450 schools and commercial customers, 0.5% monthly billed). The agency faces significant deployment challenges including the need for customer appointments for approximately 67% of inside meters, outdated residential customer contact information, signal transmission issues for meters without remote touchpads, and aging large meters requiring replacement and vault updates prior to AMI installation. WSSC Water operates Oracle Utilities Customer-to-Meter (C2M) software suite, which is scheduled to complete an upgrade in Fall 2026, with various system components transitioning to newer versions during this period.

Table 1: Approximate Meter Counts by Meter Size Table 2: Approximate Meter Population by Manufacturer

Challenges facing full AMI deployment include:

• Outdated contact information for residential customers with inside meters

• Inside meters without remote touchpad, requires AMI signal from basements and through walls

• Aging large meters needing replacement and vault update before AMI install

WSSC Water utilizes the Oracle Utilities Customer-to-Meter (C2M) suite of products, which will be completing an upgrade in Fall 2026.
