About this file

This definitions document and contract opportunity notice pertain to the Washington Suburban Sanitary Commission Water (WSSC Water) in Maryland and concern the solicitation of an Advanced Metering Infrastructure (AMI) Program Manager. WSSC Water is seeking a Program Manager to oversee the implementation of an Advanced Metering Infrastructure Turnkey Solution, which will be managed by a vendor awarded under a separate future contract. Sealed responses must be submitted via WSSC Water's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater no later than 2:00 pm on Monday, July 13, 2026, with late submissions not accepted. WSSC Water has indicated it will only extend the solicitation due date in cases of significant scope changes and encourages prospective respondents to submit questions as promptly as possible, limited to one question per submission.

The definitions document establishes key terminology for the AMI program, including "blackout dates" (periods when AMI installation conflicts with existing meter reading schedules), "suspected accounts" (those with galvanized steel or unknown service line materials requiring customer notification and coordination with WSSC Water's Lead Service Reduction Team), "transition bills" (the first customer bill following AMI installation, which for residential customers remains on a quarterly cycle before transitioning to monthly billing), and "turnkey AMI project" (a comprehensive end-to-end deployment solution encompassing meter and transmitter purchase and installation, communication network devices, head-end system software, billing software integration, and customer portal integration). No pricing terms, set-asides, incumbent information, or specific funding details are provided in the available documentation.

Advanced Metering Infrastructure (AMI) Program Manager Definitions

· “Blackout dates” refers to the time period during which a conflict would arise between existing meter reading schedule and AMI installation. For example, WSSC Water does not want a contractor actively installing AMI at a property while a meter reader is manually collecting a read at the same address. Blackout dates coincide with WSSC Water’s assigned meter reading windows, and are specific to each bill cycle.

· “Suspected” account refers to any customer account with known galvanized steel or unknown service line material. These are accounts require notification to the customer prior to meter replacement activities. Contractors and consultants must coordinate activities and customer engagement with WSSC Water’s Lead Service Reduction Team.

· “Transition Bill” refers to the first customer bill after AMI is installed at their property. For residential customers, this is their last quarterly bill including usage from their old meter without AMI, plus usage from their newly installed AMI-compatible meter. Following this transition bill, the customer receives bills on monthly billing cycle.

· “Turnkey AMI Project” means an end-to-end deployment solution, including: purchase and installation of meters, transmitters, and communication network devices; head-end system software and integration with billing software; customer portal integration; etc.
