About this file

This document is a definitions file supporting an Advanced Metering Infrastructure (AMI) Program Manager solicitation issued by the Washington Suburban Sanitary Commission (WSSC Water) in Maryland. WSSC Water is seeking a Program Manager to oversee the implementation of an Advanced Metering Infrastructure system, which will be managed through a vendor-awarded turnkey solution contract. Sealed responses must be submitted via WSSC Water's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 pm on Monday, July 13, 2026. Late responses will not be accepted. WSSC Water will only extend the solicitation due date in the event of significant scope changes and requests that bidders submit questions as soon as possible, limiting submissions to one question per submission.

The document provides key definitions relevant to the AMI program, including "Service Line Disturbance" (meter replacement activities that may cause loosening of lead particles within a home service line), "Transition Bill" (the first customer bill after AMI installation, which combines the final quarterly bill from the old meter with the newly installed AMI-compatible meter before transitioning to monthly billing), and "Turnkey AMI Project" (an end-to-end deployment solution encompassing meter and transmitter purchase and installation, communication network devices, head-end system software, billing software integration, and customer portal integration). Internal comments indicate that definitions are still under review for alignment and confirmation regarding scope inclusions.

Text version

Definition “Service Line Disturbance” refers to any meter replacement activity that may cause loosening of lead particles within a home service line. Comment by Fawehinmi, Oluwaseun A: Crystal to *confirm with Venedra:

(1) Are we including this? and

(2) alignment with her definition?

“Transition Bill” refers to the first customer bill after AMI is installed at their property. For residential customers, this is their last quarterly bill including usage from their old meter without AMI, plus their newly installed AMI-compatible meter. Following this bill, the customer receives bills on a monthly billing cycle.

“Turnkey AMI Project” means an end-to-end deployment solution, including purchase and installation of meters, transmitters, and communication network devices; head-end system software and integration with billing software; customer portal integration, etc.
