About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas is soliciting bids through an ARFQ for the Adkins #2 Well Plugging Project, with submissions due September 28, 2026 at 11:30 a.m. Eastern. A mandatory pre-bid meeting is scheduled for September 16, 2026 at 11:00 a.m. Eastern at 834 Vaughn Cemetery Road in Genoa, West Virginia. The project is funded under Section 40601 of the Infrastructure Investment and Jobs Act.
The scope encompasses three line items: permitting, well plugging, and wellsite reclamation for orphaned oil and natural gas well API# 47-099-00071 located in Wayne County. The contractor is responsible for obtaining all necessary permits from the West Virginia Department of Environmental Protection Office of Oil and Gas, West Virginia Department of Transportation, U.S. Army Corps of Engineers (if stream alteration is required), and West Virginia Division of Natural Resources. The contractor must conduct methane emissions quantification testing by an independent third-party qualified measurement specialist both pre- and post-plugging, with post-plugging evaluation no fewer than 60 days after monument installation.
The contract term is one calendar year with potential renewal for up to three successive one-year periods upon mutual written consent. All workers must be paid prevailing wages under Davis-Bacon requirements. The contractor must provide a 5% bid bond, 100% performance bond, and 100% labor/material payment bond. Commercial General Liability and Automobile Liability Insurance with minimum limits of $2 million per occurrence are required. All construction materials and products must comply with Buy America requirements unless waived. Wells identified as leaking post-plugging are warranty claims requiring remedial work at contractor expense, with liquidated damages of $1,000 per working day for delays beyond contract completion. Questions are due September 18, 2026 at 1:30 p.m. Eastern. Bids must be submitted electronically through wvOASIS. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
